About this file

This is a Limited Asbestos Survey report prepared by United Consulting for the Gwinnett County Facility Construction Division regarding the Lawrenceville Library Administration Headquarters Renovations project located at 1001 Lawrenceville Highway, Lawrenceville, Georgia. The survey was conducted to examine three storage rooms and collect representative samples of suspect asbestos-containing materials (SACM) discovered during a demolition bid. United Consulting collected seven bulk samples (identified as A-1 through A-7) of black floor mastic from the three rooms and submitted them to Eurofins Built Environmental Testing East, LLC for laboratory analysis using polarized light microscopy (PLM) in accordance with EPA methods. The survey was completed and reported on January 8, 2026, with sampling activities performed by Christopher Cox, an accredited Asbestos Inspector under the Asbestos Hazard Emergency Response Act.

The laboratory analysis results indicated that regulated concentrations of asbestos fibers were not detected in any of the seven bulk samples collected from the project site. All samples showed "None Detected" results for asbestos content, with the samples consisting of non-friable black mastic, greenish-clear adhesive, and beige compound materials. The report notes that a Ten-Day Notification should be forwarded to the Georgia Department of Natural Resources, Environmental Protection Division, by the building owner or renovation contractor prior to commencement of any building renovation activities. The laboratory analysis was completed on January 7, 2026, with a reporting and regulatory limit of 1% asbestos content.

RE: Limited Asbestos Survey Lawrenceville Library Administration Headquarters Renovations Lawrenceville, Gwinnett County, Georgia Project No. GCFCL-25-GA-10090-01

Dear Mr. Cook:

As requested, United Consulting visited the above property (hereinafter referred to as the Subject Property) to visually examine three rooms and obtain representative samples of building materials for suspect asbestos-containing materials (SACM).

Briefly, United Consulting conducted a Limited Asbestos Survey of the Lawrenceville Library Administration Headquarters, which included collection of 7 bulk samples of SACM. United Consulting representative Mr. Christopher Cox performed the sampling activities. Mr. Cox is an accredited Asbestos Inspector in accordance with the Asbestos Hazard Emergency Response Act. A copy of his certification is attached to this report.

The Subject Property area consisted of three rooms that were at one point used for storage. During a bid for demolition, suspect black mastic was uncovered underneath the existing flooring in these rooms.

A total of 7 bulk samples (samples A-1 through A-7) of SACM were collected during this survey. The sampled materials were black floor mastic. Bulk samples were delivered to an independent laboratory (Eurofins Built Environmental Testing East, LLC.) for analysis of asbestos fibers via polarized light microscopy (PLM). Table 1 summarizes the analytical results of the bulk samples.

Regulated concentrations of asbestos fibers were not observed in the 7 total bulk samples collected from the Project Site structure. A copy of the laboratory analytical report is attached to this letter.

A Ten-Day Notification should be forwarded to the Georgia Department of Natural Resources (DNR), Georgia Environmental Protection Division (EPD), by the building owner or renovation contractor prior to the start of any building renovation activities.

Dear Tim, Enclosed are asbestos analysis results for PLM Bulk samples received at our laboratory on January 5, 2026.

The samples were analyzed for asbestos using polarizing light microscopy (PLM) per the EPA 600/R-93/116:

Method for the Determination of Asbestos in Bulk Building Materials and EPA 40 CFR Appendix E to Subpart E of Part 763: Interim Method of the Determination of Asbestos in Bulk Insulation Samples.

Sample results containing >1% asbestos are considered asbestos-containing materials (ACMs) per EPA regulatory requirements. The detection limit for the EPA 600 Method is <1% by calibrated visual estimate.

Thank you for your business and we look forward to continuing good relations.

Kind Regards, Francina Thadigiri, Lab Director

Due to the limitations of the EPA 600 / R93 / 116 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.
