BL016-26 Addendum 1 Summary
This Addendum No. 1 modifies the original bid documents for the Library Administration Headquarters Renovation Project issued by the Gwinnett County Board of Commissioners for the Lawrenceville Library Administration Building located at 1001 Lawrenceville Highway, Lawrenceville, Georgia 30046. The project encompasses a comprehensive renovation including roof replacement, interior demolition and construction, mechanical and electrical upgrades, site work including asphalt resurfacing via mill and overlay with maximum 2-inch thickness for standard duty and 3-inch for heavy duty pavement, and structural repairs. Sealed bids will be received until 2:50 P.M. local time on January 16, 2026, with public opening at 3:00 P.M. via WebEx. An additional mandatory site visit is scheduled for 10:00 A.M. on January 8, 2026, with roof access permitted. The project requires one general contractor to bid the entire scope of work with no partial bidding allowed. The renovation involves two construction phases, with Phase 2 to include relocation of county departments (Gwinnett Clean & Beautiful with 12 employees, Solid Waste with 12 employees, Internal Audit with 10 employees, and Department #4 with 8 employees), though department relocation is noted as a change order item for Phase 2, not included in the base bid. Bidders must acknowledge receipt of this addendum on the designated form and return it with their bid submission.
The bidding form requires contractors to submit a lump sum base bid plus a $300,000 allowance (Allowance No. 1) for owner-directed work including a new monument sign, moving services, additional scope, unforeseen conditions, or owner-selected items, with unused portions credited back to the owner. Additional allowances embedded in the base bid include: 150 board feet of wood blocking replacement, 650 square feet of metal deck priming, 650 square feet of sheet metal installation, 250 square feet of steel deck replacement, and installation of 150 side lap screws. No permit fees are required as this is a county-owned project. The county has approved funding for the project and expects competitive pricing from all bidders, with award to the lowest responsive and responsible bidder. Key clarifications indicate that referenced vendors and approved manufacturers are specified for quality description only, with equivalent items acceptable if meeting or exceeding all standards. The building remains occupied during construction with normal operating hours from 7:00 A.M. to 6:00 P.M., requiring coordination with county project managers and library staff. Specifications address roofing systems with FM Assembly 452067-0-0 compliance requirements, TPO membrane installation, drainage system modifications, metal flashing and sheet metal work, and comprehensive site protection measures.

Prior to the installation of any new roofing materials, extend all existing soil pipe vents through the roof to a minimum height of 8 inches (or as required by local plumbing codes) above the fin-ished roof surface. Furnish a piece of PVC piping that will fit snugly into the existing soil pipe vent and shall extend into the pipe a minimum of 12 inches. Provide a second PVC pipe that fits snugly around the smaller PVC pipe and shall provide a minimum 8" height above the fin-ished roof surface. The smaller pipe height shall match the outer pipe. Cement the two PVC pipes together with an approved pipe solvent/glue. Insert the extension into the existing soil pipe vent.
1. Note: The placement of a PVC pipe extension directly on top of the existing soil pipe vent without the support method described above shall be removed by the Contractor and new extensions approved by the Designer shall be installed at no additional cost to the Owner.
R. Unit Price Work:

PART 3 - EXECUTION
3.1 GENERAL INSTALLATION REQUIREMENTS
A. Inspect all surfaces to which metal is to be applied. Do not install metal unless surfaces are even, sound, clean, dry and free from defects which might affect the application.
B. Follow recommendations of the National Roofing Contractors’ Association (NRCA) and Sheet Metal and Air Conditioning Contractors National Association Architectural Sheet Metal Manual (7th Edition) for fabricating in-shop and on-site, and for installation, unless otherwise specified herein.
C. Metal flashings installed at edges and/or parapets of low-sloped roofing shall adhere to ANSI/SPRI ES-1/FM 4435 wind uplift requirements, as necessary. Specified fastening along with metal flashing thicknesses, gauges, and/or weights listed herein are the minimum required. In the event additional fastening or thicker, lower gauge, or heavier metal flashings are required, the contractor shall satisfy the requirements of ANSI/SPRI ES-1/FM 4435. In some instances, shop-formed metal flashings cannot satisfy ANSI/SPRI ES-1/FM 4435 requirements without additional testing or proprietary systems are necessary. Such cost for testing and/or propriety systems shall be included in the Bid as required.
07 60 00 - 3
D. Follow published instructions of the product manufacturer for installation of extruded or proprietary metal products, unless otherwise specified herein.
E. Use nails, screws, bolts, cleats or other fasteners of the same material or of material chemically compatible with the contacted metal.
F. Fabricate cleats to be a minimum of one gauge heavier than fascia metal.
G. Do not place dissimilar metals in direct contact or in positions where water sheds across both metals.
H. Install metal to be water and weather tight with lines, arises and angles sharp and true and with paint surfaces free of waves and buckles.
I. Install shop-formed metal flashings in 10-foot lengths maximum with a minimum number of pieces in each straight run.
J. Shop form all metal shapes, which are to be formed of prefinished metal, with protective plastic film in place. Do not remove plastic film until just prior to (or, if possible, after) installation.
K. At all corners, shop form corner pieces of fascia and drip edge flashing from a single section of metal with minimum 36-inch legs on either side of the corner.
L. Cleats: Cleats shall be secured with nails that penetrate the wood a minimum of 1 inch at spacings not to exceed 6 inches on center. Nails shall be applied along the vertical face of the wood blocking and located approximately 1-3/4-inch from the bottom of the cleat. Metal flashing drip legs shall be fold snugly over the cleat.
M. Lapped Metal: Refer to NRCA Detail SM-01 and Drawings. Apply a continuous bead of caulk between any lapped metal sections, except for counterflashing lapped joints. The application of caulk after metal components have been lapped is unacceptable and will be grounds for rejection.
N. Wood Nailers: Wood nailers shall be installed as per FM Property Loss Prevention Data Sheet 1-49, Perimeter Flashing, Section 2.2.2. Fasten wood nailers with the fasteners near the end of each section placed between 3 and 4 in. from the end. Stagger fasteners in two rows when nailers are wider than 6 in. Use corrosion-resistant fasteners that are compatible with the wood nailer. Use minimum 1½ by 5½ in. wood nailers with ¾ in. deep countersinks for bolts and washers.

B. Notch and lap sections a minimum of 3 inches.
C. Set flange against vertical surface in a solid bed of caulk. Furnish and install a nominal 1" x ¼" flat bar and secure over the counterflashing using appropriate fasteners at spacings not to exceed 12 inches on center. At places where the counterflashing is being installed behind a frame or existing sheet metal flashing, slide counterflashing behind frame/existing flashing a minimum of one inch.
D. Notch and lap joints and inside corners. Notch and seam outside corners. Do not rivet or otherwise
07 60 00 - 4 secure joints and corners.
E. Fill the cove at the top of the counterflashing with a non-shrink caulk.
