About this opportunity
The University of Texas Health Science Center at San Antonio (UTHSA) is conducting a competitive sealed Request for Proposal (RFP 745-26-P19) to establish a new supplier contract for a comprehensive Biotech Research, Clinical Diagnostics, and Equipment Catalog. The procurement seeks vendors to provide a diverse range of laboratory supplies and equipment including antibodies, chromatography systems, flow cytometry instruments, genomics reagents, hematology products, immunoassay kits, molecular biology reagents, spectroscopy equipment, and related scientific instruments that will be ordered routinely by UTHSA departments and staff through Jagger-based punchout catalogs and electronic eProcurement systems. Proposers must provide pricing based on manufacturer's suggested retail price (MSRP) discounts by product category with uniform discount percentages maintained throughout the contract term, inclusive of delivery and freight charges with no minimum order requirements. Key requirements include designation of a full-time account executive for sales and support services, quarterly performance reporting, Jaggaer e-procurement punchout catalog integration with cXML-enabled purchase orders and invoicing capabilities, and demonstrated compliance with accessibility standards under Texas Administrative Code 1 TAC 213.38(b) and TX-RAMP Level II certification. Evaluation criteria are weighted across cost (20 points), reputation (20 points), quality (15 points), extent of meeting university needs (20 points), past relationship with UTHSA (10 points), exceptions to terms and conditions (5 points), and value-added services (10 points). The question deadline is May 19, 2026, with proposals due electronically through the Euna procurement portal by June 4, 2026, at 3:00 PM Central Time. The contract term includes an initial one-year period with options to renew for up to three additional one-year renewal periods, and UTHSA does not guarantee any specific volume, minimum, or maximum compensation.
UTHSA requires submission of a correctly completed Historically Underutilized Business (HUB) Subcontracting Plan as mandatory for advancement to the evaluation stage, and proposers must complete a Policy Driven Adoption for Accessibility (PDAA) vendor self-assessment form in its entirety. All proposers must provide comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence with $2,000,000 aggregate), Business Auto Liability ($1,000,000), Umbrella/Excess Liability ($2,000,000), and Cyber Liability insurance ($10,000,000 per incident). Proposers must submit customer references from at least three organizations with which they currently have contracts or have provided similar services within the past five years, along with detailed financial and compliance documentation addressing risk assessment questionnaires aligned with ISO 27005:2011 and NIST Cybersecurity Framework standards. UTHSA reserves the right to make multiple awards under this RFP and explicitly does not solicit or guarantee any specific amount of compensation, volume, minimum, or maximum services. Historical usage data indicates approximately 8,768 line items were ordered during the prior contract year (January through December 2025), establishing baseline demand patterns, though actual future procurement volumes remain discretionary and subject to departmental needs. No incumbent vendor information is specified in the RFP documentation, and UTHSA is nearing the end of its existing agreement, with awarded contractors potentially obligated to continue performing services for up to four months following contract expiration to facilitate transition to new contractors or in-house operations.
Opportunity text
The University of Texas Health Science Center at San Antonio (UTHSA) depends on reliable suppliers of products and services to carry out our mission. UTHSA is currently nearing the end of its existing agreement for products and services as further described in Section Five (Scope of Work) and is conducting this RFP to establish a new contract with a supplier. The importance of online ordering has increased with the increase in telecommuting and UTHSA requires an increase in suppliers that offer this service. University reserves the right, at its discretion, to enable Contractor's catalog electronically within its eProcurement or purchasing systems, and Contractor agrees to reasonably support such enablement, including provision of catalog data and updates as requested. No Guarantee of Volume. UTHSA does not solicit or guarantee any specific amount of compensation, volume, minimum, or maximum amount of Services under this RFP or any contract or agreement resulting from this RFP. Multi-Award. UTHSA reserves the right to multi-award this RFP.
