About this file

This is an Appendix Five TX-RAMP Notification document issued by the University of Texas Health Science Center at San Antonio (UTHSA) Department of Purchasing in compliance with Texas Senate Bill 475 of the 87th Legislative Session. The document addresses TX-RAMP (Texas Risk and Authorization Management Program) certification requirements for proposers submitting responses to an RFP for Biotech Research, Clinical Diagnostics, and Equipment Catalog products and services. The RFP pertains to the establishment of a new contract with a supplier to provide products routinely ordered by departments and staff through Jagger-based punchout catalogs, with an emphasis on online ordering capabilities to support increased telecommuting at UTHSA. UTHSA reserves the right to enable the Contractor's catalog electronically within its eProcurement or purchasing systems and reserves discretion to multi-award the RFP. The University makes no guarantee regarding specific compensation amounts, volume minimums, or maximums under the resulting contract.

The TX-RAMP Notification requires proposers to declare their compliance status with TX-RAMP certification requirements as mandated by Texas Government Code 2054.0593, which stipulates that state agencies may only enter or renew contracts for cloud computing services that comply with TX-RAMP requirements. Proposers must select from four options: submit proof of TX-RAMP Certification Level, confirm that the submission does not constitute a cloud computing service and therefore does not require certification, indicate that the TX-RAMP Certification process has been initiated with DIR, or submit FedRamp Certification alongside their TX-RAMP submission to DIR. The document includes links to relevant Texas statutes and the DIR website for additional program details and vendor certification processes.

APPENDIX FIVE

TX-RAMP NOTIFICATION

It has been determined that the RFP you are submitting a proposal for could require TX- Ramp Certification Level . As required in Senate Bill 475 of the 87th Legislative Session the Texas Department of Information Resources (DIR) must establish a state risk and authorization management program that provides “a standardized approach for security assessment, authorization, and continuous monitoring of cloud computing services that process the data of a state agency.”

To comply, DIR has established a framework for collecting information about cloud services security posture and assessing responses for compliance with required controls and documentation. Texas Government Code 2054.0593 mandates that state agencies, as defined by Texas Government Code 2054.003(13) must only enter or renew contract to receive cloud computing services that comply with TX-RAMP requirements.

A TX-RAMP Assessment Request can be requested online.
