About this opportunity

The Texas Health and Human Services Commission is requesting bids for biomedical services including preventive maintenance, calibration, testing, and as-needed repair services for durable medical equipment under IFB HHS0017184v2, with bids due August 7, 2026, and questions due July 22, 2026, at 10:30 a.m. Central Time.

Equipment covered includes ventilators, EKGs, patient monitors, feeding pumps, suction pumps, high-flow systems, IV pumps, and hospital beds in quantities ranging from 20 to 320 units per type. Services are provided at Department of State Health Services facilities in Austin and Waco, Texas. Contractor personnel must hold current Certified Biomedical Equipment Technician (CBET) certifications and demonstrate a minimum of two years of relevant experience; bidders must provide three verifiable references. A Vet HUB Subcontracting Plan is encouraged but not required.

The initial contract term runs September 1, 2026, through August 31, 2030 (four years), with a possible one-year extension at HHSC's sole discretion. The estimated historical spend for similar services is $1.5 million for the period February 12, 2025, through August 31, 2026, though HHSC provides no guarantee of volume or compensation. Pricing must be firm, fixed for the contract life, submitted on Exhibit C covering all labor, materials, equipment, and supplies; price adjustments during the term are permitted only if correlated with Consumer Price Index using a specified formula, with decreases implemented immediately. Contractors must provide professional liability insurance ($1,000,000 minimum), commercial general liability ($2,000,000 aggregate), workers' compensation, and umbrella liability ($1,000,000). Services are performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with 24-hour emergency response required. Contractor assumes responsibility for all pickup and delivery within the Capitol Impact Government Gateway Austin City Zip Code List service area; services outside this area are the contractor's responsibility and expense. Evaluation is based on ability to meet requirements, demonstrated experience, and pricing; HHSC reserves the right to make single or multiple awards based on best value.
