About this opportunity
Houston Community College is requesting bids for a biology lab renovation at the West Loop Campus (5601 W. Loop South, Houston, Texas) under IFB 26-12, with bids due February 16, 2026 at 2:00 p.m. via Bonfire and virtual bid opening at 3:00 p.m. the same day. A 35% small-business participation goal applies, requiring bidders to make good faith efforts to subcontract with certified small businesses.
The scope encompasses selective demolition and renovation of 1,595 square feet of science laboratory classroom space, including new laboratory casework with integrated power and data fixtures, complete electrical and lighting systems, underfloor plumbing infrastructure, mechanical system modifications, concrete restoration, and closeout documentation. Bidders must demonstrate a minimum of three years of relevant experience and provide three verifiable references for similar projects within the past three years.
The engineer's estimated project budget is $550,000 to $585,000, submitted as a lump sum under AIA Document A101-2017. Contracts exceeding $100,000 require Board of Trustees approval and Performance and Payment Bonds. The contract provides a one-year warranty on all parts and labor and imposes liquidated damages of $800 per calendar day for late completion.
Progress payments are made based on a schedule of values with 5% retainage withheld until substantial completion. Final payment is due within 30 days of the Architect's final certificate. The contractor must submit a construction schedule within 30 days of award with clearly defined critical path and maintain a qualified superintendent on-site throughout execution.
The non-mandatory pre-bid conference is January 26, 2026 at 10:00 a.m. at the West Loop Campus front lobby with a site visit to follow. Written inquiries are due February 2, 2026 by 5:00 p.m., with responses estimated for February 9. Board recommendation and approval is anticipated for April 2026. Bidders must carry appropriate insurance, provide detailed safety programs including Workers' Compensation Experience Modification Rates, and complete notarized Contract Award Form, Bidder's Certifications, and Financial Interests disclosures.
