About this opportunity
The San Mateo County Sheriff's Office has issued a Request for Proposals for biohazard clean-up and sanitation services to support law enforcement operations across unincorporated San Mateo County and the contracted jurisdictions of Woodside, Portola Valley, San Carlos, Half Moon Bay, and Millbrae. The procurement seeks a qualified contractor to provide comprehensive biohazard waste clean-up and disposal, decontamination, and sanitation services across multiple facilities including the Property and Evidence Bureau, Maguire Correctional Facility, Maple Street Correctional Center, and all Sheriff's Office bureaus and locations. Required services encompass removal and disposal of animal and human waste, cleaning and disinfecting of employee workstations and patrol vehicles, disposal of biohazard bags, jail cell decontamination, blood drying cabinet decontamination, vehicle decontamination, street cleaning and waste cleanup, and equipment decontamination. The contractor must demonstrate the capability to respond 24/7 to urgent requests within 60-90 minutes and to standard requests within 24 hours, as law enforcement operations are continuous and the presence of biohazards is commonplace. Evaluation criteria include project approach (45 points), experience and qualifications (30 points), and price (25 points). A non-mandatory pre-proposal meeting is scheduled for January 28, 2026, at 10:00 AM via Microsoft Teams; the deadline for questions and contract exceptions is February 4, 2026, at 5:00 PM; and proposals are due February 19, 2026, at 5:00 PM via the County's eProcurement portal. The contract term is three years with one optional two-year extension exercisable at the County's sole discretion.
San Mateo County has adopted a local preference ordinance offering five percent additional evaluation points to local businesses and local non-profits, with an eight percent total preference for small businesses or small non-profits, or ten percent total preference for micro businesses or micro non-profits. All contracted staff entering County correctional facilities must successfully complete a jail clearance process as a required qualification. The RFP document does not specify a maximum contract value or guaranteed minimum volume of services, making the award value indeterminable from the available documentation. Proposers must register in advance with the County's eProcurement system and submit proposals electronically using the provided pricing proposal template, with modification of the template potentially resulting in proposal rejection. Contractors selected must obtain and maintain comprehensive general liability insurance ($1,000,000), motor vehicle liability insurance ($1,000,000), and professional liability insurance ($1,000,000), with the County named as additional insured, and must comply with applicable federal, state, county, and municipal laws including HIPAA, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and living wage ordinances. The contract will be governed by either the standard contract template for agreements over $200,000 or under $200,000, depending on the awarded amount.
Opportunity text
The San Mateo County Sheriff's Office provides the full spectrum of law enforcement services to all unincorporated areas of San Mateo County, the contracted townships of Woodside and Portola Valley, and the contracted cities of San Carlos, Half Moon Bay, and Millbrae. The Sheriff's Office also oversees the county's Corrections Division, Court Security and transportation of incarcerated people, and the Civil Enforcement Bureau. The Sheriff's Office also oversees a Property Bureau which deals with and stores evidence.
Due to the nature of law enforcement work and evidence storage, the presence of biohazards is commonplace. The Sheriff's Office aims to contract with a company which provides biohazard waste clean-up and disposal, decontamination, and sanitation services.
Since law enforcement is a 24/7 operation, interested vendors must be able to respond 24/7 and provide the services outlined in this RFP.
