About this file
This is a Pricing Proposal Template for biohazard clean-up and sanitation services issued by the San Mateo County Sheriff's Office to support law enforcement operations across unincorporated San Mateo County and the contracted jurisdictions of Woodside, Portola Valley, San Carlos, Half Moon Bay, and Millbrae. The template requires proposers to provide unit pricing for comprehensive services including biohazard waste pickup and disposal, jail cell decontamination, blood drying cabinet decontamination, vehicle decontamination, street cleaning and waste cleanup, and equipment decontamination. Services are structured in two response tiers: standard requests requiring response within 24 hours and urgent requests requiring response within 60-90 minutes on a 24/7 basis. Pricing must be submitted for base years one through three with optional pricing for years four and five. A non-mandatory pre-proposal meeting is scheduled for January 28, 2026, at 10:00 AM via Microsoft Teams; the deadline for questions and exceptions is February 4, 2026, at 5:00 PM; and proposals are due February 19, 2026, at 5:00 PM via the County's eProcurement portal. The contract term is three years with one optional two-year extension exercisable at the County's sole discretion.
Proposers must complete the provided pricing template without modification, as failure to do so may result in proposal rejection. Pricing must be submitted using the specified rate types, including per-pound, per-container, per-pickup, monthly, hourly, and per-incident charges. San Mateo County has adopted a local preference ordinance offering five percent additional evaluation points to local businesses and local non-profits, with higher preferences for small and micro businesses. All contracted staff entering County correctional facilities must successfully complete a jail clearance process. Contractors must obtain and maintain comprehensive general liability insurance ($1,000,000), motor vehicle liability insurance ($1,000,000), and professional liability insurance ($1,000,000), with the County named as additional insured. The RFP does not specify a maximum contract value or guaranteed minimum volume of services. Proposals are evaluated on project approach (45 points), experience and qualifications (30 points), and price (25 points).
