About this opportunity
Escambia County is requesting proposals for Bio-Health Pod Systems and associated technical services to support a stormwater technology demonstration and suitability evaluation project, with proposals due September 29, 2026 at 11:00 a.m. — a same-day deadline from the posting date of September 28. Questions are due September 17, 2026, and a non-mandatory pre-solicitation meeting is scheduled for September 8, 2026.
The scope includes site evaluation support, system design, permitting assistance, installation support, technical consultation, monitoring support, public education support, and final reporting assistance across three existing wet stormwater management facilities in Escambia County. The contractor must provide complete site-specific design packages, obtain all required permits, furnish and install equipment at three locations, maintain system operational condition during a 12-month monitoring period, and deliver optional demobilization services. The technology will be evaluated for effectiveness in reducing nutrient concentrations, reducing muck accumulation, improving water quality conditions, and addressing conditions contributing to harmful algal blooms.
The project is funded through the Florida Department of Environmental Protection's Innovative Technology Grant Program (Agreement No. INV075). Contractors must demonstrate ability to complete the scope within available project funding outlined in the Grant Work Plan attached to the FDEP Grant Agreement; no specific budget ceiling is stated in the solicitation materials.
Evaluation is structured in two phases. Phase 1 applies weighted scoring: 40 points for capability to provide Bio-Health Pod Systems, 10 points for project team and technical approach, 10 points for resource commitment and timeline compliance, and 10 points for budget implementation. Phase 2 may include interviews and oral presentations by shortlisted firms, with final scoring determining the recommended awardee.
The contractor must obtain insurance coverage: general liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, pollution liability of at least $1,000,000 per occurrence and $2,000,000 annual aggregate, and professional liability of $1,000,000 per wrongful act and $2,000,000 policy aggregate. All equipment purchased becomes Escambia County property. Contractor personnel and subcontractors are subject to County approval and rejection. Federal contract provisions apply, including Davis-Bacon Act compliance, E-Verify enrollment, debarment and suspension verification through SAM, and Buy America Preference requirements.
