About this file
This document is a Question & Answer Report issued by Escambia County Purchasing for RFQ No. PD 23-24.098, concerning Escambia County Dune Matrix Enhancement: Design, Permitting & CEI services. The response deadline for submissions was August 29, 2024 at 2:00 pm. The RFQ addresses inquiries from potential respondents regarding the scope of work and technical requirements for the project. Key clarifications provided indicate that no cost information is required in responses, a professionally licensed surveyor is preferred but not required for monitoring work, and beach profile surveys must extend at a minimum from R monuments to Mean Low Water. The contractor/consultant is responsible for conducting pre-construction beach profile and grain size monitoring within the project area to establish baseline conditions, while species monitoring including sea turtle nesting, shorebird monitoring, and beach mice tracking will be supplied by County or partner staff as supplemental data rather than the contractor's responsibility.
The document does not contain specific information regarding pricing terms, contract duration, renewal options, or funding sources. As an RLI (Request for Letter of Intent) process, no cost information is required from respondents at this stage. The questions answered address technical and operational requirements related to survey methodology, monitoring responsibilities, and the geographic scope of monitoring activities, with responses provided by County staff members Angela Jones and Samantha Bolduc on August 21, 2024.

Question: Please clarify the scope of the responsibilities of the selected contractor/consultant with regard to the pre-construction monitoring and the specific areas to be monitored, as well as the sea turtle nesting (which requires a designated permit-holder’s input), shorebird monitoring, and in particular the beach mice track tube utilization. Is the intent to track beach mice on State Park property and private property?
Aug 21, 2024 1:37 PM
Answered by Samantha Bolduc: Contractor/consultant should conduct pre-construction beach profile and grain size monitoring within project area to establish baseline conditions. Contractor will not be expected to conduct species monitoring; this will be supplied by County or partner staff as supplemental monitoring data.
