About this opportunity
BID 26028 is a sealed-bid procurement for water storage tank condition assessment and maintenance services issued by the Unified Government of Athens-Clarke County, Georgia. The project scope encompasses furnishing all construction, materials, equipment, and labor to clean, inspect, video, photograph, repair, and disinfect eight water storage tanks operated by the Athens-Clarke County Public Utilities Department, including the Atlanta Highway Tank (500,000 gallons), Five Points Tank (1,500,000 gallons), Harve Mathis Road Tanks No. 1 and No. 2 (750,000 and 500,000 gallons respectively), John Collier Road Tanks No. 1 and No. 2 (500,000 gallons each), and J.G. Beacham Water Treatment Plant Clearwells No. 1 and No. 2 (3,500,000 gallons each). The work includes exterior coating system maintenance per Section 09 97 13 Steel Tank Coatings specifications, interior cleaning of designated clearwells with isolation but no draining, sediment removal from each tank, and disinfection in accordance with Section 33 13 00 of the specifications. The mandatory pre-bid meeting was held on March 5, 2026, at the Bobby Snipes Water Resources Center, with a deadline for written questions at 3:00 p.m. on March 13, 2026, and the final bid submission deadline of 3:00 p.m. on April 13, 2026. Bidders must acknowledge receipt and acceptance of all four addenda (issued March 20, March 26, April 3, and April 6, 2026) in Section 00300 of the Bid Form, with non-responsive bids rejected if acknowledgment is omitted. A bid bond equal to 5 percent of the total bid, along with performance and payment bonds in the amount of 100 percent of the contract price, are required upon award. The desired mobilization date is June 1, 2026, and all submitted bids remain valid for 180 days following the bid opening date.
This procurement is restricted to a pre-qualified short-list of three vendors only: American Tank Maintenance, LLC, Razorback Unlimited, LLC, and Utility Service Co., Inc.; all other prospective bidders are excluded from participation. Addendum IV removed the Georgia Utility Contractor License certification requirement that was originally mandated, eliminating this licensing qualification. No set-aside designations for disadvantaged enterprises, women-owned, minority-owned, or other socioeconomic categories are noted in the available bid documents. The project is estimated to cost between $500,000 and $750,000, though final award amounts will be determined by the lowest responsive and responsible bid. No incumbent contractor or current service provider is identified in the solicitation materials. All prospective bidders must direct written inquiries to Rena Durie, Senior Buyer, at accbids@accgov.com, and the Unified Government of Athens-Clarke County reserves the right to reject any and all proposals, waive technicalities or irregularities, and award the contract based on its highest and best interest.
