About this opportunity
The City of Griffin, Georgia, through LJA Engineering, Inc., is soliciting bids for the Kincaid and Hamilton Intersection Realignment and East College Street Sidewalk project (Bid #26-001), which encompasses three distinct project components within Talbot County. Project A involves the demolition and relocation of 386 linear feet of a 24-foot-wide local street, including utility work such as replacing an 18-inch storm pipe system, installing 1,661 linear feet of 12 C900 PVC water main, constructing a 5-foot-wide sidewalk totaling 1,435 linear feet, and building a Contech steel pedestrian bridge with concrete abutments. Project B focuses on milling and paving approximately 1,440 square yards of Hamilton Boulevard, including thermoplastic striping and minor concrete driveway work. Project C entails installing 2,450 linear feet of 5-foot-wide sidewalk on East College Street with associated grading and driveway modifications. A mandatory pre-bid meeting is scheduled for August 12, 2025, at 10:00 am, with sealed proposals due by 2:00 PM on September 4, 2025. The project has a comprehensive timeline of 165 days for substantial completion and 195 days for final payment.
The procurement adheres to Title VI of the Civil Rights Act, emphasizing non-discrimination in bidding and contract award based on race, color, national origin, sex, age, and disability status. Bidders must obtain Bidding Documents/Project Manual from LJA Engineering by providing a current Utility Contractor License and paying a non-refundable fee of $200 for a hard copy or $75 for digital versions. Each bid must include a Bid Bond equivalent to 5% of the total contract amount, and the successful bidder will be required to provide Performance and Payment Bonds each equal to 110% of the contract amount. The city is committed to providing opportunities for disadvantaged business enterprises, which may receive preferential consideration. A Certification of Insurance will be required from the low bidder prior to contract award. While specific award value is not explicitly stated, the scope and complexity of the project suggest a substantial infrastructure investment involving street realignment, utility upgrades, and sidewalk construction across multiple project components.
