About this opportunity

The Orange County Transportation Authority is requesting proposals for bicycle screen line counts at approximately 100 locations throughout Orange County under RFP 250219, with proposals due March 11, 2026 at 2:00 p.m. and a pre-proposal teleconference on March 3 at 2:00 p.m.

The scope requires bi-directional bicycle volume counts over two days—one weekday (Tuesday–Thursday) and one Saturday—at each location, with continuous data collection from 6:00 a.m. to 9:00 p.m. (15 hours). Data collection must capture directionality, sidewalk riding, contraflow riding, electric versus non-electric bicycles, and e-motos in 15-minute intervals with hourly and daily totals. Deliverables include site selection and scheduling, data formatted in Excel and GIS Shapefile formats consistent with OCTA's Bicycle Count Database, and a comprehensive 2026 summary report due within 6 weeks of counts completion with final deliverables 4 weeks after receiving OCTA feedback. The contractor must designate a qualified health and safety representative within ten business days of award and comply with California Code of Regulations Title 8 and incident notification procedures, including immediate verbal notice and written reports to OCTA's Project Manager within 24 hours of any recordable injuries, property damage, or near-miss incidents.

The contract is firm-fixed price with a 150-calendar-day term and a project budget of $100,000. Cost proposals must break out Project Management and Administration, Bicycle Count Data Collection, Data Summaries, and Quality Assurance/Control as separate line items. Evaluation criteria are Qualifications of the Firm (20 points), Staffing and Project Organization (25 points), Work Plan (30 points), and Cost and Price (25 points). Offerors within the competitive range may be requested to submit a Best and Final Offer. Questions are due March 4, 2026 at 2:00 p.m. Award is contingent upon receipt of adequate state and/or local funding. All offerors must comply with Ukraine/Russia-related economic sanctions requirements and avoid organizational conflicts of interest.
