About this file

This is a Scope of Work document for the Orange County Transportation Authority (OCTA) pertaining to the 2026 Bicycle Count project under its Active Transportation Counts Program (ATCP). The project requires a consultant to conduct bi-directional bicycle volume counts at approximately 100 locations throughout Orange County, with each location counted over two days—one weekday (Tuesday-Thursday) and one Saturday during a non-holiday week. Data collection will occur continuously from 6:00 a.m. to 9:00 p.m. (15 hours) and must include directionality of riders, sidewalk riding, contraflow riding, electric versus non-electric bicycles, e-motos, and other relevant characteristics. The scope encompasses project management and administration, including a kick-off meeting, ongoing coordination with OCTA and local jurisdictions, and procurement of required encroachment permits. Task deliverables include site selection and scheduling across geographically dispersed Orange County locations, data collection in 15-minute intervals with hourly and daily totals, data formatting in Excel and GIS Shapefile formats consistent with OCTA's Bicycle Count Database, and a comprehensive 2026 summary report due within 6 weeks of counts completion, with final deliverables due 4 weeks after receiving OCTA feedback.

The document specifies that the consultant must submit a detailed schedule to OCTA at least 10 days before data collection begins and provide notification of any changes at least 24 hours in advance. A Quality Assurance/Quality Control plan is required to ensure data accuracy and consistency through spot checks and validation against previous years' trends. The consultant must conduct recounts if data appears unreasonable and must notify OCTA at least 4 days in advance if a location cannot be counted due to site constraints. Data collection must be avoided during inclement weather, construction, or other disruptive conditions without OCTA approval. The project builds upon OCTA's established Active Transportation Counts Program initiated in 2020, supporting project prioritization, policy development, funding applications, and performance evaluation within Orange County's active transportation planning framework.

2026 Orange County Cyclic Counts– Scope of Work

Project Background

The Orange County Transportation Authority (OCTA) continuing its Active Transportation

Counts Program (ATCP) to strengthen its database of bicycle activity across Orange County.

Since 2020, OCTA has conducted annual “cyclic counts” to measure bicycle volumes. These counts are stored in the Bicycle Count Database (BCD), which supports project prioritization, policy development, funding applications, and performance evaluation. The 2026 project continues this effort, with continued data collection, consistency in methodology, and enhanced reporting.

Project Description

The Consultant will collect bi-directional (screen-line) bicycle volume counts at up to 100 locations per year throughout Orange County.

• Each location will be counted for two days: one weekday (Tuesday–Thursday) and one

Saturday during a non-holiday week.

• Counts will run continuously from 6:00 a.m. to 9:00 p.m. (15 hours).

• Data collected must include:

o Directionality of riders o Sidewalk riding o Contraflow riding o Electric vs. non-electric bicycles (where possible) o E-motos o Other relevant characteristics depending on technology and conditions

This data will provide OCTA with a consistent, countywide dataset to support planning, policy, and funding.

Project Organization and Schedule

• Oversight: Consultant will work under OCTA’s Project Manager, coordinating with local jurisdictions.

Task 1: Project Management and Administration

Task 1.1: Kick-Off Meeting

• Meet with OCTA to review scope, schedule, budget, and communication protocols.

Task 1.2: Ongoing Project Management

• Provide schedule updates, agendas, minutes, monthly invoices, and progress reports.

Task 1.3: Permitting

• Secure all required encroachment permits from local jurisdictions.

• Provide location maps, insurance certificates, and permit copies to OCTA before fieldwork.

• Sites will include roadway segments and off-street bikeways (Class I–IV).

• Locations will be spread geographically across Orange County.

Task 2.2: Scheduling & Coordination

• Submit detailed schedule (time/date by jurisdiction) to OCTA at least 10 days before data collection.

• Notify OCTA of changes at least 24 hours in advance.

Task 2.3: Data Collection Standards

• Counts in 15-minute intervals with hourly and daily totals.

• Capture bi-directional flows and special characteristics (e-bikes, contraflow, sidewalk riding).

• Notify OCTA at least 4 days in advance if a location cannot be counted due to site constraints.

Recounts & Disruptions

• Conduct recounts if data is unreasonable.

• Avoid data collection during inclement weather, construction, or other disruptions without OCTA approval.

Task 2.4: Data Formatting & Submission

• Submit counts in Excel and GIS Shapefile format.

• Ensure data is consistent with OCTA’s existing Bicycle Count Database structure.

Task 3: Data Summaries

Task 3.1: 2026 Summary

• Draft within 6 weeks of counts completion. Final package is due 4 weeks after receiving OCTA comments/feedback.

• Aggregate all 2026 counts into a single, sortable file.

Task 4: Quality Assurance/Quality Control (QA/QC)

• Develop a QA/QC plan to ensure data accuracy and consistency.
