About this opportunity

The State of Michigan Department of Technology, Management & Budget is procuring 20,000 units of three-part temporary license plates (Form BFS-150) for repeat offenders, with a finished size of 6" x 12-1/2" including 1/2" stubs on each end. The deliverable consists of NCR (no carbon required) sets with specific construction requirements: Part 1 is 15# white NCR for court copy (one-sided), Part 2 is 14# white NCR for agency copy (one-sided), and Part 3 is 100# white NCR tag stock printed two-sided with a red pantograph background. All parts must include 6-digit control numbers in red penetrating ink with numbering sequence H 089476 through H 104475, with Part 3 requiring 1/2" wide by 6" high self-adhesive strips with removable liner on each end. The final product will be bound in 25 NCR sets per book with a 90# manila tag wrap-around cover, packed 24 books per carton with visible labeling. Bidders must submit an electronic PDF proof including all control numbers and a detailed quote letter with their proposal; failure to include these documents will result in bid disqualification. The bid submission deadline is March 11, 2025, with proposals due by this date. Award selection will be based on best price and value to the state, with evaluation prioritizing cost competitiveness alongside compliance with quality standards and project requirements; notably, the lowest bidder may not receive the award if quality or specification requirements are not met.

Only prequalified vendors registered with the State of Michigan's Print & Mail Management (PMM) program are eligible to submit bids for this procurement. Prospective vendors must complete the pre-qualification process, which requires approximately one week and can be initiated by contacting Jerry Monroe at 517-636-0297 (monroej1@michigan.gov) or Andrew Hale at 517-636-0092 (halea3@michigan.gov). All bids must be submitted online with complete costs including freight on an F.O.B. Destination basis, prepaid to the designated dock at 7461 Crowner Drive, Lansing, Michigan 48913, with delivery during standard business hours of 8:00 a.m. to 3:30 p.m., Monday through Friday. No underruns are permitted, and any overruns are at the vendor's expense; a list of all missing numbers must be furnished with shipment. The procurement documents indicate that the anticipated budget range and award value are not specified in the available bid request materials. All materials, electronic copies, source files in original software format, and PDF versions become the property of the State of Michigan upon delivery.
