About this opportunity
Volusia County's Engineering & Construction Department is soliciting bids under Invitation for Bid 27-B-17JD (Contract C2103) for construction of Beresford Avenue Extension Phase 2B, from S. Kepler Road/Dr. MLK Beltway to SR 44, with bids due December 1, 2026 at 3:01 p.m. A local preference applies: prime contractors with a documented permanent location in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County receive a three percent preference, and bidders using subcontractors for 51 percent or greater of the work receive two percent. The preference does not apply if the price difference exceeds $25,000 or if the relevant county does not offer reciprocal preference, and contractors and subcontractors must maintain local business status throughout the contract term. The County encourages participation from Disadvantaged Businesses, and the Exhibit K prime/subcontractor form determines the local preference.
The contractor must furnish all labor, materials, equipment, permits, and supervision for roadway construction under the County's roadway technical specifications, which supplement FDOT Standard Specifications for Road and Bridge Construction. Bid items span roughly 24 lines, including mobilization, maintenance of traffic, clearing and grubbing, excavation and embankment, base stabilization, Superpave asphalt and friction course, curb and gutter, sidewalk and detectable warnings, inlets and manholes, turf installation (37,886 square yards of performance turf and sod), and gopher tortoise relocation. The County has secured the St. Johns River Water Management District permit and U.S. Fish and Wildlife Service scrub-jay concurrence, and the contractor must obtain and pay for any additional permits. Bidders must provide a payment and performance bond under Florida Statute 255.05, meet the insurance requirements in Exhibit C, and comply with E-Verify, prevailing wage, and safety requirements.
The estimated cost is $4.91 million, and the contract sum is set at the total base bid plus actual bond premiums. The contract requires substantial completion within 490 days and final completion within 30 days thereafter. Liquidated damages are $2,529 per day for delays beyond the completion date. The County retains 5 percent of each monthly payment until final payment. The place of performance is Volusia County, Florida. The County will award to the single lowest responsive and responsible bidder, and bids must remain firm for 120 days after opening. The County may delete up to 25 percent of project items and reserves the right to reject any or all responses.
Questions are due November 17, 2026 at 11:59 p.m. Bids must be submitted electronically through the County's eProcurement Portal, and the bid opening occurs December 1, 2026 at 3:01 p.m. via Microsoft Teams. Dennisse Zornan, Civil Engineer II, is the project contact, and Jennifer Ditslear, Activity Project Manager, is the procurement contact, both at the Engineering & Construction Department in DeLand, Florida.
