About this file
This file is a correspondence document between the U.S. Fish and Wildlife Service (USFWS) Florida Ecological Services Field Office and ZCA Environmental Consulting regarding environmental concurrency for the Beresford Extension Phase D project in DeLand, Florida. The project involves construction of Beresford Avenue connecting South Kepler Road to North Summit Avenue. ZCA completed a site visit to assess whether the project area contains Florida scrub-jay habitat or scrub-jay populations. The correspondence documents the USFWS's formal concurrency that the project will not impact the Florida scrub-jay or its habitat, based on the agency's determination that the site lacks suitable scrub-jay habitat and cross-reference verification using USFWS habitat maps for Volusia County, which confirmed no scrub-jays are present in the area. The USFWS confirmed it has no objection to development of the project proceeding.
No pricing terms, funding sources, set-asides, incumbent contractors, or financial requirements are addressed in this file. This document serves solely as environmental regulatory clearance from the USFWS confirming that the Beresford Extension Phase D project satisfies Florida scrub-jay habitat impact requirements under applicable federal environmental review protocols.

Hello Gaston, The Service has reviewed your report and agrees with your assessment that this site does not contain suitable habitat for scrub-jays. In addition to the unsuitable habitat as described in your report, we cross-referenced our maps of habitat in Volusia County, and verified that this area is not suitable, nor are there records of scrub-jays in the area.
Therefore, the Service has no objection to development of this project.

Good afternoon Erin, Please see the attached Florida Scrub-jay and USFWS Concurrency Request for the Beresford
Extension Phase D located in Deland, Florida, connecting South Kepler Road to North Summit
Avenue. ZCA completed a site visit to identify and determine if the area consisted of scrub-jay habitat or scrub-jays. The adjacent properties to the north and south of this area are currently under construction for residential development.
ZCA would like to request concurrency from USFWS that the project will not impact the Florida scrub-jay or its habitat.
Let me know if you have any questions.
Thank you, Gaston Hayworth | Environmental Scientist / Project Manager
