The procurement seeks a general contractor to construct approximately 1,300 cubic yards of asphalt concrete pavement, 6,000 square feet of retaining walls, 3,300 linear feet of curbing, ADA-compliant ramps, drainage and stormwater infrastructure, signage, striping, and landscape restoration along SE 9th Street, NE Bear Creek Road, and SE 15th Street—North. Work is divided into three segments with staggered completion deadlines: Segment 1 (SE 15th Street) by September 30, 2026; Segment 2 (NE Bear Creek Road) by October 30, 2026; and Segment 3 (SE 9th Street) by November 30, 2026, with only one segment permitted to be under active construction at a time unless written approval is obtained. The Notice to Proceed shall be issued no later than May 20, 2026. Bids must be submitted electronically through the City's eProcurement Portal by April 2, 2026 at 2:00 PM, with bid opening immediately thereafter via Microsoft Teams; an optional pre-bid conference will be held on March 17, 2026 at 1:00 PM via Teams. Bidders are required to disclose first-tier subcontractors whose contract value equals or exceeds either 5 percent of the project bid with a minimum of $15,000 or $350,000 regardless of percentage, with disclosure due within two hours of bid closing. The Engineer's estimate for the project ranges from $2,800,000 to $3,600,000.

The contract requires submission of a bid bond equal to five percent of the total bid amount, along with 100 percent performance and payment bonds and a $30,000 public works bond. Prevailing wage requirements apply to all work, with weekly certified payroll reports due by the fifth business day of each month. Contractor must maintain commercial general liability insurance of $2,000,000 per incident and $2,000,000 aggregate, commercial automobile liability of $2,000,000, workers' compensation insurance, and builder's risk insurance. The project is funded through an ODOT Safe Routes to School Grant for the SE 15th Street and NE Bear Creek Road segments and the 2020 Transportation General Obligation Bond for the SE 9th Street segment. Liquidated damages are assessed separately and cumulatively for each segment at $1,500 per calendar day for Segment 1 and $2,000 per calendar day for Segments 2 and 3. The City reserves the right to reject any bid not in compliance with prescribed procedures and to award to the lowest responsible bidder meeting all qualification and certification requirements.
