About this opportunity

The City of Santa Cruz Water Department is seeking bids for the Beltz 12 Ammonia Improvements Project Phase II, a single prime contract focused on replacing the existing On-Site Generation (OSG) sodium hypochlorite system. The project involves comprehensive removal of current infrastructure, including the OSG unit, Brine Tank, filters, water softeners, and Hypo Tank, with City Operations responsible for transporting and storing the removed equipment. Contractors must possess a valid California Contractor's General Engineering License "A" and be registered with the Department of Industrial Relations. Bid submissions are due by May 1, 2024, at 1:30 PM, with a non-mandatory pre-bid conference scheduled for April 11, 2024, at the Beltz 12 site located at 2750 Research Park Drive in Soquel, California. The project requires a 10% bid bond, compliance with local hiring provisions, and documentation of California Air Resources Board (CARB) compliance for off-road diesel equipment. The total estimated bid price is $664,000, with a contract completion time of 233 calendar days, focusing on integrating a new OSG system into the existing water treatment infrastructure.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises, though it does emphasize local hiring provisions requiring good faith efforts to employ qualified local residents and apprentices. Bidders must demonstrate technical capabilities for water treatment infrastructure installation and meet various safety and environmental standards. The project is funded by the City of Santa Cruz Water Department and involves critical upgrades to the Beltz 12 Water Treatment Plant. Contractors will need to ensure seamless integration of the new OSG system with existing water treatment infrastructure, requiring detailed technical expertise and careful planning. The bid documents indicate potential for securities substitution and include specific provisions for retainage. The project's estimated budget of $664,000 suggests a significant investment in modernizing the city's water treatment capabilities, with a focus on enhancing sodium hypochlorite generation infrastructure.
