About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is requesting quotations for plugging and reclamation work on two orphaned, abandoned wells in Pleasants County under ARFQ DEP27-03, with bids due August 14, 2026 at 10:30 a.m. Eastern and a mandatory pre-bid meeting held August 4 at the Belmont City Building. This is federally funded work under Section 40601 of the Infrastructure Investment and Jobs Act and is subject to Davis-Bacon prevailing wage rates and Buy America requirements, a critical compliance filter for bidders.
The scope encompasses permitting, well plugging, and wellsite reclamation for two wells (API# 47-073-00350 and 47-073-00355) located in the Belmont community. Applicable prevailing wage rates for Pleasants County (WV20260079, effective May 18, 2026) range from $22.34–$31.77 per hour for truck drivers, $25.26–$26.32 per hour for laborers, $35.50–$37.02 per hour for ironworkers, and $39.19–$41.95 per hour for power equipment operators. All workers must be paid weekly, and at least 75 percent of employees must be hired from the local labor market. Vendors must comply with Executive Order 13706 (paid sick leave) and Executive Order 13658 (federal contractor minimum wage of $13.65 per hour or prevailing wage, whichever is higher, through December 31, 2026), as well as the Endangered Species Act, State Historic Preservation Office requirements, and Nationwide Permit 33 for temporary construction and wetland work.
The initial contract term is one calendar year with potential renewal for up to three successive one-year periods. Vendors must provide a 5 percent bid bond, 100 percent performance bond, and 100 percent labor/material payment bond; commercial general liability and automobile liability insurance with limits of not less than $2,000,000 per occurrence; and a complete subcontractor list within one business day of bid opening if subcontractors will perform more than $25,000 of work. Vendors must be licensed and in good standing with West Virginia and comply with drug-free workplace policies. Technical questions are due August 7 at 1:00 p.m. Eastern. Bids are submitted electronically through wvOASIS. The contracting officer is Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov.
