About this opportunity

Belknap County, New Hampshire is requesting proposals for infrastructure improvements at the Belknap County Jail located at 76 County Drive in Laconia, with proposals due August 26, 2026 at 12:00 p.m. and mandatory site visits scheduled for August 4, 12, 20, and 25, 2026 at 1:00 p.m.

The scope encompasses mechanical and plumbing system upgrades. Mechanical work includes HVAC ductwork cleaning in designated areas per NADCA standards, installation of new duct access panels, exterior air sealing at leakage points, and controls improvements including thermostat and hot water coil three-way valve replacement. Plumbing work involves replacement of existing fixtures with new institutional penal combination lavatory/toilet units, shower assembly upgrades with new valves and heads, and resurfacing of glazed tile shower surrounds with solid surface product. Fixtures must be Willoughby Industries or approved equivalents. Piping materials must meet specified standards: copper per ASTM B88 Types K, L, M, or DWV with no-lead solder; PVC for sanitary and vent systems; and PEX tubing for branch distribution with press-connect fittings compliant with ASTM F3226. Domestic water piping requires 125 PSI hydrostatic pressure testing with written certification.

All work must comply with the International Building Code as adopted by New Hampshire and amended by Laconia, OSHA requirements, NFPA 70 (National Electrical Code), and NFPA 101 (Life Safety Code). The facility will remain operational throughout construction, with project scheduling and access coordinated with the Belknap County Department of Corrections. All individuals entering the facility must complete a criminal history background form and authorize a criminal records check through CJIS/SPOTS.

Bidders must submit separate pricing for total plumbing base bid and total mechanical base bid amounts. Shop drawings are due in PDF format within 30 days of contract award. The contractor must provide three instruction and maintenance portfolios with manufacturer details and emergency operating procedures prior to final payment. Technical questions should be directed to Richard A. Parks III, PE at WV Engineering. Site visits require RSVPs. The County reserves the right to accept or reject any or all bids in whole or in part.
