About this opportunity
The Nevada State Purchasing Division, on behalf of the Department of Human Services/Division of Child and Family Services, is requesting proposals for linen and laundry services at the Desert Willow Treatment Center in Las Vegas, with proposals due July 1, 2026 at 2:00 p.m. Pacific Time under RFP 40DHHS-S3885. Questions are due June 12, 2026.
The scope covers weekly pickup and delivery of clean, folded linens (bath towels, bed sheets, pillowcases, washcloths, bath blankets, thermal blankets, patient gowns, dust mops, and biohazard laundry bags) for a 44-bed residential psychiatric hospital serving youth ages 6–17, with typical weekly quantities ranging from 3 to 840 units depending on item type and facility occupancy. Services are performed at 6171 W. Charleston Blvd., Building 17, Las Vegas, Nevada 89146, with pickup and delivery at the east-side loading dock. The vendor must provide consistent weekly pickup and delivery on a scheduled basis (ideally every Tuesday between 7 a.m. and 8 a.m.), electronic communication with specified response times, same-day and non-emergency emergency pickup options at specified costs, allergen-addressing laundry products, and industry certifications. Performance penalties of 5% monthly payment reductions apply if schedule deviations exceed five times per year or missing items exceed five times annually; missing items must be replaced within two days at no charge. The initial contract term is four years, subject to Nevada State Board of Examiners approval.
Evaluation is weighted 80 points for technical factors (demonstrated ability and capacity, vendor requirements compliance, flexibility and partnership commitment, service disruption mitigation, consistent supply and delivery capability, and capacity to scale) and 20 points for cost. Vendors must register on nevadaepro.com, hold a Nevada business license, maintain active entity registration with sam.gov, and comply with mandatory requirements including Nevada law, no Israel boycott, data encryption and stateside data maintenance, and confidential business information handling. Vendors must provide background and history, key personnel resumes, disclosure of current or former state employees, all proposed subcontractors with supervision plans, two years of financial statements and Dun and Bradstreet number, disclosure of contract failures or litigation, conflict of interest disclosures, and three client references from similar projects within the past five years. Commercial General Liability insurance with $2 million general aggregate and $1 million per occurrence, Automobile Liability at $1 million combined single limits, Workers' Compensation at statutory limits with employers' liability of $100,000 per accident and $500,000 policy limit, and Professional Liability at $1 million per claim with $2 million annual aggregate are required if applicable; all policies must name the State as additional insured and be placed with A.M. Best A-VII or better insurers. Evaluation is estimated July 8–10, with Notice of Intent on or about July 10, and Notice of Award on or about September 4, 2026. Board of Examiners approval is estimated October 13, with a contract start date of November 1, 2026. Client references must be submitted by June 30, 2026. The current contract term ends October 31, 2026. The State strongly prefers vendors agree to the attached standard form contract and insurance schedule as written, with any redlines requiring justification. Payment is processed monthly within 30 to 60 days of invoice receipt; billings for services rendered before July 1 must be submitted by the first Friday in August to avoid stale claim processing fees up to $100.
