About this file

This is a Scope of Work document for Nevada's Department of Human and Services, Division of Child and Family Services (DCFS), soliciting proposals for linen and laundry services at the Desert Willow Treatment Center (DWTC) in Las Vegas. DWTC is a 44-bed residential psychiatric hospital serving youth ages 6-17, and the contract aims to ensure youth have access to clean linens, maintain a range of linen types for residential needs, and ensure timely removal of soiled linens. The vendor will provide weekly pickup and delivery services for multiple linen types, including bath towels, bed sheets, pillowcases, washcloths, bath blankets, thermal blankets, patient gowns, dust mops, and biohazard laundry bags, with typical weekly quantities ranging from 3 to 840 units per item depending on facility occupancy. Services are to be provided at 6171 W. Charleston Blvd., Building 17, Las Vegas, NV 89146, with pickup and delivery at the east-side loading dock. The current contract term ends October 31, 2026.

Vendor proposals must address specific requirements including electronic communication availability with response times to be specified, consistent weekly pickup and delivery schedules (ideally every Tuesday between 7am and 8am), provision of clean, folded, wrinkle-free linens free of damage and chemical odors, provision of weekly laundry carts that are clean and sanitized, and handling of biohazardous materials in accordance with industry standards. Vendors must also specify costs for same-day emergency pickups/deliveries and non-emergency additional orders with required notice periods, provide options for allergen-addressing laundering products, and demonstrate industry certifications. Performance standards include penalties of 5% monthly payment reductions if schedule deviations occur more than five times per year or if items are missing more than five times annually. Missing items must be delivered within two days of the scheduled weekly delivery at no additional charge. The RFP encourages competitive proposals that exceed minimum requirements and maximize available funding.
