About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, issued IFB BD27-109 on September 14, 2026, to procure delivery of 19,600 pounds of bulk Pure Live Seed (PLS) by October 1, 2026, with bids due September 21, 2026.
The seed variety is Quickguard sterile triticale (Triticum aestivum x Secale cereal), noncertified. All seed must meet minimum specifications of 80% PLS and 90% purity, with no more than 0.5% downy brome content and no more than 5% total weed seed content. Seed testing certification from within the past 120 days is required. All pricing must be submitted on a per-pound basis using the formula: Bulk Price per Pound = PLS Price per Pound ÷ % PLS. Bidders must guarantee pricing for the duration of the contract. Seed must be packaged in 1,800-pound sacks, palletized, and wrapped with water-resistant covering. All bid prices must include delivery, drop-off, mixing, and seed testing costs, excluding independent sampling. Delivery is mandatory to the Division of Wildlife Resources facility at 1470 North Airport Road, Cedar City, Utah 84721, within 7 working days after bid award. Vendors must coordinate delivery appointments at least 3 working days in advance. Late deliveries are subject to a 1% daily payment reduction. Rejected seed must be replaced within 10 days, with all freight and removal costs borne by the contractor.
The anticipated award is to the lowest cost responsive and responsible vendor; however, if the lowest bidder cannot provide the entire 19,600-pound requirement, the remainder will be offered to the second-lowest bidder. Two bids were received: Granite Seed Company at $34,300 ($1.75 per pound) and AV Seeds at $49,000 ($2.50 per pound). Granite Seed Company is the apparent low bidder. Vendors must comply with Utah Code Annotated 63G-27 anti-boycott provisions and forced-labor restrictions. No mandatory site visit is required, though bidders are strongly encouraged to inspect the delivery site independently. Award notification does not constitute a binding contract; only an executed purchase order or signed contract establishes contractual obligation.

Issuing Procurement Unit: State of Utah Division of Purchasing Conducting Procurement Unit: Wildlife The purpose of this IFB is to enter into a contract to provide: Delivery of 19,600 lbs. of bulk Pure Live Seed (PLS) by October 1st, 2026. Mandatory Site Visit: A site visit will NOT be held prior to bidding. It is strongly recommended that each potential bidder inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. It is anticipated that this IFB will result in a single contract award to the lowest cost responsive and responsible vendor, but may have multiple awards if the lowest vendor cannot provide the entire seed weight. The methodology or formula that will be used to determine the number of contract awards is: If the lowest bidder cannot provide the entire weight of the required seed, the remainder they cannot provide will be offered to the second-lowest bidder. Length of Contract: Delivery by October 1st, 2026. Vendor must guarantee its pricing for the duration of the contract.
