About this file

This is an award memo issued by the State of Utah Division of Purchasing regarding contract opportunity BD27-109 Forsyth Fire Seed. The solicitation seeks delivery of 19,600 pounds of bulk Pure Live Seed (PLS) by October 1st, 2026. No mandatory site visit was held prior to bidding; however, potential bidders were strongly encouraged to inspect the site to assess general and local conditions affecting performance costs. The anticipated contract award structure allows for either a single award to the lowest cost responsive and responsible vendor or multiple awards if the lowest bidder cannot supply the entire seed weight. Should the lowest bidder be unable to provide the full quantity, the remaining weight requirement will be offered to the second-lowest bidder. The contract term extends through October 1st, 2026, with vendors required to guarantee pricing for the duration of the contract.

Responses were evaluated according to criteria stated in the original solicitation. Awarded vendors must not begin work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute the contract or issue a purchase order. Receipt of the award notification does not constitute a contract; only an executed purchase order or signed contract establishes the contractual relationship. Vendors are advised that any protests of the award decision must be submitted in writing to the Procurement Officer within seven days of this notice, clearly identifying the solicitation and detailing the nature of the protest. Contact information for protests and inquiries is available at PO Box 141061, Salt Lake City, UT 84114-1061, or through https://purchasing.utah.gov/.
