About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of Wildlife Resources, is soliciting bids under IFB BD27-105-1 for mastication treatments in the Triangle Uplands in Grand County, with proposals due October 9, 2026. Participation is limited to prequalified contractors on the current pre-approved/pre-qualified vendor list; do not submit if you are not listed.
The scope covers mechanical removal and shredding of pinyon/juniper vegetation using bullhog-type equipment across 1,100.3 base acres and an optional 527.1 acres. The treatment objective is to restore a mosaic pattern of varying densities with scattered untreated leave islands. Work is scheduled November 1, 2026 through February 28, 2027, and August 1, 2027 through September 28, 2027; no work may occur between March 1 and July 31, 2027 due to wildlife restrictions. The contractor must furnish a minimum of two mobile tracked or wheeled bullhog units with competent operators, GPS-capable devices with 10-meter accuracy, warning signage, and supervisory and safety equipment.
The project budget is $721,079 for all acres combined. Bidding is on a per-acre basis, with the per-acre price extended against total acreage to determine final contract price. All costs—labor, equipment, materials, and mobilization—are included in the per-acre bid; no fuel surcharges or adjustments are permitted. Payment is lump-sum final following final inspection, with partial payments available only with prior written approval. The contractor must guarantee pricing through project completion and complete all work within the specified performance windows regardless of other workload, with delays excused only for causes beyond the contractor's control.
No mandatory site visit is held prior to bidding; potential bidders are strongly encouraged to conduct independent site inspections. Failure to inspect the site does not constitute grounds for claims after award. Award will be made to the lowest cost responsive and responsible vendor. All responses must comply with mandatory minimum requirements and standard terms without exceptions or modifications; bids containing conditional language or exceptions will be rejected as non-responsive. Vendors must certify compliance with Utah Code Annotated 63G-6a and Administrative Code R33, including anti-boycott provisions and restrictions on forced labor products from restricted foreign entities.
