About this opportunity
The State of Utah Division of Purchasing, conducting procurement through the Wildlife Resources agency, has issued Request for Quotes (RFQ) BD26-76 for helicopter transportation services to support guzzler repair operations in Uintah and Daggett Counties. The procurement seeks approximately eight hours of on-site helicopter flight time to transport personnel and various guzzler repair supplies to seven remote sites with elevations ranging from 6,900 to 8,500 feet during the June 8-19, 2026 work window, anticipated to require one work day. The selected contractor must provide a helicopter capable of lifting 800 to 2,000 pounds, certified for external loads and long-line operations, along with all associated labor, equipment, supervision, transportation, operating supplies, and sling load equipment such as long lines and netting. Bidders must submit references from their last three related projects, including employer contact information, work type, helicopter type used, completion timeline, and crew size, and the State will evaluate all quotes based on objective criteria with award to the responsive and responsible vendor submitting the lowest cost. The RFQ requires quotes submitted on an average per-hour and total project cost basis, with all pricing including mobilization and operation costs and no fuel surcharges subject to negotiation. The quotes due date is May 26, 2026, and vendors must allow sufficient time for response submission to meet this deadline; any exceptions or protests to RFQ specifications must be submitted in writing to the Division of Purchasing prior to the closing date.
No specific set-aside designations for disadvantaged enterprises, small businesses, or other special procurement categories are detailed in the available solicitation documents. The documentation indicates that all materials submitted become the property of the State and that vendors must comply with anti-boycott provisions and certifications regarding forced labor practices and non-engagement in boycotts of Israel or companies engaged in traditional energy, firearms, or agricultural activities. No incumbent contractors, current vendors, or existing infrastructure requiring integration are identified in the procurement materials. Payment will be made in one lump sum upon completion and government acceptance of all work as of June 19, 2026; however, specific award values or budget ranges are not disclosed in the available RFQ documentation. The State reserves the right to conduct background checks on vendors and associated personnel and may solicit additional quotes through email, phone, or other methods permitted by the Utah Procurement Code and applicable Administrative Rules.
