About this opportunity
The State of Utah Division of Purchasing, through the Department of Natural Resources Division of Wildlife Resources, has issued Request for Quotes (RFQ) BD26-72 to procure ecosystem restoration materials for community pond fish habitat enhancement projects. The solicitation seeks 100 Honey Hole Tree structures, 50 Honey Hole Shrub structures, 5 twelve-pack Honey Hole Spawning Discs, and associated freight delivery. The Honey Hole Trees must not exceed 54 inches in height when deployed, weigh approximately 28 pounds, contain at least 90 habitat elements, extend to 7 feet by 7 feet with approximately 116 square feet of surface area, and be constructed of decay-resistant material suitable for algae growth. The Honey Hole Shrubs must not exceed 42 inches in height, weigh approximately 18 pounds, contain at least 84 habitat elements, and extend to 6 feet by 6 feet with approximately 84 square feet of surface area. The Spawning Discs must measure at least 20 inches across and be constructed of decay-resistant, snag-resistant material. All structures must require minimal assembly and include integral anchoring systems for deployment in various pond substrates. The materials are designed to improve conditions for young-of-the-year fish (2-4 inches) and adult fish (greater than 6 inches) in warmwater fisheries for species such as Bluegill and Largemouth Bass. All deliverables must arrive by June 30, 2026, with DWR fisheries staff deploying structures in appropriate waterbodies and preparing a summary report with maps upon completion. Award will be made to the responsive and responsible vendor submitting the lowest cost quote that fully complies with specifications; vendors may not submit multiple or alternate quotes. The RFQ was posted on May 6, 2026, with a deadline of May 13, 2026.
The Request for Quotes does not specify set-aside designations or restrictions on respondent types based on disadvantaged enterprise status or organizational classification. No incumbent vendors or current contractors are identified in the solicitation materials. The procurement does not reference existing infrastructure or technology requiring integration beyond the standard specifications for the artificial habitat structures themselves. Vendors must certify compliance with Utah anti-boycott provisions, confirm they are not providing forced labor products or technology from restricted foreign entities, and agree to all terms and conditions outlined in the solicitation, including Purchase Order Terms and Conditions covering insurance requirements (workers' compensation at statutory limits, commercial general liability of at least $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability of $1,000,000 per occurrence if applicable), one-year warranty with contractor responsibility for repairs or replacements within ten days of nonconformance notification, and compliance with the Status Verification System (E-Verify) for employees working in Utah. The total project budget is $34,000.00, which encompasses all materials and freight/shipping charges, establishing the maximum award value for this procurement.
