About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of the Division of Wildlife Resources, issued Invitation for Bid (IFB) BD26-58 on February 25, 2026, seeking to establish a five-year contract for UV sterilization system components to service fish hatcheries across Utah. The procurement covers Original Equipment Manufacturer (OEM) replacement parts for UV systems manufactured by Trojan Technologies, Ultraqua, Sita, and DeNora, including lamps, quartz sleeves, ballasts, o-rings, wiper seals, lamp holders, gaskets, sensor assemblies, and other consumable UV system components. Vendors must submit pricing proposals on a FOB destination basis with all fees included, applying discount percentages to manufacturer catalog prices for designated product numbers across three separate manufacturer product lines. The evaluation methodology anticipates multiple contract awards (up to three separate contracts) determined by identifying the cheapest responsive and responsible bidder for each of the three manufacturer part numbers, with the possibility that a single vendor may be awarded all three line items if offering the lowest pricing across all categories. Vendor pricing must be guaranteed for one year from contract inception, after which price increase requests will be considered with supporting market analysis documentation submitted at least thirty days prior to the effective date. The bid deadline is March 11, 2026, with the question and answer period closing on a date posted in the U3P system. Although no mandatory site visit is required prior to bidding, potential bidders are strongly encouraged to inspect hatchery facilities located in Fountain Green, Mammoth Creek, Springville East and West, Logan, and Kamas to assess local conditions affecting performance and costs.
The solicitation documents do not identify any specific set-aside designations or restrictions limiting response by disadvantaged enterprise categories, and no incumbent vendors or current contractors are explicitly listed in the available procurement materials. All bids must comply with anti-boycott provisions under Utah Code Annotated 63G-27, and vendors must certify they are not providing forced labor products or services from restricted foreign entities. Vendors are prohibited from communicating about the solicitation with procurement unit staff except through the designated procurement officer, and any bids containing exceptions or additions to standard terms and conditions will be rejected. Pricing information cannot be classified as confidential and will be treated as public information. The specific award values or budget ranges are not disclosed in the procurement materials; however, the five-year contract scope encompasses consumable parts requirements based on manufacturer-suggested lamp life across multiple hatchery locations. Substitutions of functionally equivalent parts may be considered only with written submission and formal approval from the designated facility manager prior to procurement or installation, and installation of non-OEM parts without prior written authorization constitutes a breach of contract requiring replacement at the contractor's expense.

Issuing Procurement Unit: State of Utah Division of Purchasing Conducting Procurement Unit: Division of Wildlife Resources The purpose of this IFB is to enter into a contract to provide: A 5-year contract to provide UV components for the UV systems in all Utah Hatcheries. Mandatory Site Visit: A site visit will NOT be held prior to bidding. It is strongly recommended that each potential bidder inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. It is anticipated that this IFB will result in multiple contract awards. The methodology or formula that will be used to determine the number of contract awards is: Award by the cheapest provider of three (3) different manufacturer part numbers. One vendor may be the cheapest provider of all three manufacturer part numbers and be awarded all three line items. Length of Contract: 5 years. Vendor must guarantee its pricing for: One (1) year, and then a request for a price increase will be considered.
