About this opportunity

The Minnesota Department of Public Safety, Bureau of Criminal Apprehension (BCA) is requesting proposals to establish an Educator Master Contract Program providing training for peace officers, law enforcement staff and leadership, and BCA programs and conferences, with proposals due October 5, 2026 at 4:00 p.m. CDT and questions due September 23, 2026.

The Program creates a bank of educators capable of teaching one or more specified topics including crime scene and investigative techniques, missing persons investigations, death investigations, human trafficking, labor trafficking, and medical and safety certifications. The BCA must meet its statutory requirement under Minnesota Statutes 626.848 to provide training corresponding to officers' powers and duties, use of approved equipment, and latest techniques for detection, identification, and apprehension of criminals. Responders must demonstrate minimum qualifications of two or more years' experience developing and presenting in their identified course topic and two or more years' experience presenting to law enforcement personnel and agencies, confirmed via curriculum vitae. Training delivery is limited to BCA headquarters in St. Paul or within a 250-mile radius, with training days defined as seven hours of instruction. Pricing must specify daily rates for training at or within 50 miles of BCA headquarters and daily rates for training requiring travel up to 250 miles outside that radius; all costs are all-inclusive with no separate reimbursement for travel, lodging, or subsistence.

Individual work orders under the program will be categorized into three engagement levels: Level 1 ($0–$15,000) allowing direct selection, Level 2 ($15,001–$30,000) requiring competitive solicitation of minimum three educators, and Level 3 ($30,001–$50,000) requiring competitive solicitation of minimum three educators with Office of State Procurement approval; no individual work order will exceed $50,000 per state fiscal year. The anticipated contract term runs November 1, 2026 through June 30, 2027, with options to extend in increments until June 30, 2029. Technical proposals are weighted at 700 points and cost proposals at 300 points; an additional 120 preference points are available for targeted group, economically disadvantaged, and veteran-owned certified businesses. Initial evaluation and selection is anticipated by October 25, 2026. Respondents currently under contract with the BCA for the Educators Master Contract Program are not required to respond. The State reserves the right to award to single or multiple responders and makes no guarantee that selected educators will receive instructional opportunities. Ashley Gene Scharffbillig, DPS, 651/201-7007, Ashley.Scharffbillig@state.mn.us.
