About this file
This is an addendum to a Request for Proposal issued by the Minnesota Department of Public Safety, Bureau of Criminal Apprehension (BCA) for the Educators Master Contract Program. The addendum, dated September 25, 2026, addresses questions and answers related to the solicitation for qualified educators to provide training for peace officers, law enforcement staff and leadership, and various BCA programs and conferences. The program will establish a bank of educators capable of teaching specified topics including crime scene and investigative techniques, missing persons investigations, death investigations, human trafficking, labor trafficking, and medical and safety certifications. The original question submission deadline was September 23, 2026 at 4:00 p.m. Central Time, with proposals due October 5, 2026 at 4:00 p.m. Central Time. No questions were submitted during the question period, and no revisions to the proposal due date were made. The anticipated contract term runs from November 1, 2026 through June 30, 2027, with options to extend in increments until June 30, 2029. Initial evaluation and selection was anticipated by October 25, 2026.
Respondents must demonstrate minimum qualifications of two or more years' experience developing and presenting in their identified course topic and two or more years' experience presenting to law enforcement personnel and agencies. Training delivery is limited to BCA headquarters in St. Paul or within a 250-mile radius, with all costs all-inclusive with no separate reimbursement for travel, lodging, or subsistence. Pricing must specify daily rates for training at or within 50 miles of BCA headquarters and daily rates for training requiring travel up to 250 miles outside that radius. Individual work orders are categorized into three engagement levels: Level 1 ($0-$15,000) allowing direct selection, Level 2 ($15,001-$30,000) requiring competitive solicitation of minimum three educators, and Level 3 ($30,001-$50,000) requiring competitive solicitation with Office of State Procurement approval; no individual work order will exceed $50,000 per state fiscal year. Technical proposals are weighted at 700 points and cost proposals at 300 points, with an additional 120 preference points available for targeted group, economically disadvantaged, and veteran-owned certified businesses. Respondents currently under contract with the BCA for the Educators Master Contract Program are not required to respond, and the State reserves the right to award to single or multiple responders with no guarantee that selected educators will receive instructional opportunities.
