About this file

This file contains solicitation attachments for the Bureau of Criminal Apprehension (BCA), a division of the Minnesota Department of Public Safety, seeking qualified educators to provide training for peace officers, law enforcement staff, leadership, and various BCA programs and conferences. The BCA Educator Master Contract Program will establish a bank of educators capable of teaching one or more topics or course elements required to fulfill the BCA's statutory training mission under Minnesota Statutes 626.848, which mandates training corresponding to officers' powers, duties, use of approved equipment, and the latest techniques for detection, identification, and apprehension of criminals. The solicitation requests proposals from instructors who can deliver single-day training sessions either at BCA headquarters in St. Paul or within a 250-mile radius, with training days defined as seven hours of instruction. Responders may propose existing courses tied to specific topics or new courses for potential BCA development. The cost proposal must remain open for acceptance until contract execution, solicitation cancellation, or 180 days after the submission deadline, whichever occurs first.

Pricing for instructional services must be submitted using provided cost detail forms specifying daily rates for training at or within 50 miles of BCA headquarters and daily rates for training requiring travel up to 250 miles outside that radius; all costs are all-inclusive with no separate reimbursement for travel, lodging, or subsistence expenses. Responders must provide curriculum details, course goals and objectives, task schedules, and comprehensive qualifications and experience documentation. Workforce and Equal Pay Certificates are required for contracts exceeding specified thresholds, with exemptions available for businesses with fewer than 40 employees. Responders must complete multiple declarations and forms including non-collusion certifications, organizational conflict of interest disclosures, lobbying certifications for contracts over $100,000, and exceptions to state terms and conditions. All proposals must be submitted as separate documents for cost and technical components, with cost proposals reviewed only after technical scoring is finalized. The file includes sample proposal submissions demonstrating required content and formatting for course curriculum, qualifications, experience, and instructor information.
