About this opportunity

The Delaware Army National Guard is requesting bids on the Bethany Beach Training Site Running Track Lighting project under Contract No. 2026-10, with sealed bids due September 15, 2026 at 1:00 p.m. at the Biden National Guard/Reserve Center, New Castle, Delaware, and a mandatory pre-bid meeting on August 25, 2026 at 9:00 a.m. at the project site. Attendance at the pre-bid meeting is a prerequisite for bid eligibility. Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), Women-Owned Business Enterprises (WBE), and Veteran-Owned Business Enterprises (VBE) are afforded full opportunity to bid without discrimination.

The scope encompasses furnishing and installing perimeter lights around the running track at 163 Scannell Boulevard, Bethany Beach, Delaware, including all associated electrical and site work. The project also includes stormwater improvements: inlet and pipe construction in Project Area #1, pipe cleaning in Project Area #2, and new curb and curb opening installation in Project Area #3. Contract documents are available from Reprographics Center, Inc., 298 Churchmans Road, New Castle, Delaware, for a non-refundable fee of $75 per electronic set. Due to a public-safety determination under Delaware Code Title 29, 10002 (o)(17)(a), project documents are restricted from public website disclosure; vendors must contact Studio Jaed (Cheung G. at 302-832-1652 or CheungG@studiojaed.com) to obtain plans through a controlled process.

The contract is a stipulated sum agreement using AIA Document A101-2017 and includes a general owner's allowance of $10,000. Prevailing wage requirements apply under the Delaware Department of Labor schedule effective March 13, 2026, with electrician rates at $86.87 per hour across all counties. Each bid must be accompanied by bid security equal to ten percent of the total bid amount including all additive alternates. The successful contractor must post performance and payment bonds each equal to 100 percent of the contract price upon execution. Contract payments are made within 30 days of valid applications for payment, with five percent retainage withheld until substantial completion. Substantial completion timeline is to be established in the notice to proceed.
