About this opportunity

The Collier County Board of County Commissioners Procurement Services Division, on behalf of the Bayshore Gateway Triangle Community Redevelopment Agency, is soliciting proposals via Invitation to Negotiate for disposition and redevelopment of three CRA-owned parcels totaling approximately 6.29 acres in Naples, Florida (Folio Nos. 61840960006, 61840880102, 53401680005), with proposals due August 31, 2026 at 3:00 PM and a pre-proposal conference scheduled July 21, 2026 at 10:30 AM.

Proposers must identify their preferred conveyance method—fee simple purchase, ground lease, phased conveyance, or hybrid structure—with detailed financing and development plans. The development must conform to the Bayshore Zoning Overlay standards and the existing Cultural Arts Village Mixed Planned Unit Development zoning, which permits up to 40 residential dwelling units and 35,000 square feet of commercial space within Tract A, with maximum heights of three stories for commercial or residential use or four stories for vertical mixed use. The development must demonstrate consistency with the adopted Redevelopment Plan, integrate with an adjacent public boardwalk, and include a facility or space suitable for art, cultural and performing arts, or multi-purpose CRA office/arts/incubator space.

The three parcels are appraised at a combined value of approximately $8.555 million: Folio 61840960006 (1.95 acres, $3.065 million), Folio 61840880102 (3.71 acres, $4.445 million), and Folio 53401680005 (0.62 acres, $1.045 million).

Evaluation criteria total 100 points: cover letter/management summary (10 points), firm experience and capacity (10 points), project scope (25 points), total project value (15 points), community impact (30 points), and specialized team expertise (10 points). The County reserves the right to select one or more proposals and may award by parcel, phase, or entire site. Any resulting agreement is subject to approval by the CRAB and may include development obligations, transfer restrictions, reversionary rights, performance milestones, and financial assurances. Proposers must maintain E-Verify enrollment, provide required insurance (Commercial General Liability minimum $2 million, Automobile Liability $1 million, Professional Liability $1 million, plus Workers' Compensation), submit a 5% bid bond, and comply with local business preference certification requirements. Proposals are valid for 180 days. A local vendor preference is available to those with current Collier or Lee County Business Tax Receipts.
