About this file
This is an Insurance and Bonding Requirements document issued by Collier County Board of County Commissioners for use in state and local contract opportunities, specifically referenced in relation to the Bayshore Gateway Triangle Community Redevelopment Agency (BGTCRA) Outparcel Development project located in Naples, Florida. The document establishes mandatory insurance coverage requirements that all contractors, vendors, and consultants must maintain throughout the duration of any agreement or work performance period. Required coverages include Worker's Compensation per Florida Statutes Chapter 440, Employer's Liability with a single limit of $1,000,000 per occurrence, Commercial General Liability with limits of $2,000,000 single limit per occurrence and $1,000,000 aggregate, Automobile Liability with a single limit of $1,000,000 per occurrence for owned, non-owned, and hired vehicles, and Professional Liability with a limit of $1,000,000 per occurrence. Additional specialized coverages such as Maritime, Aircraft, Pollution, Project Professional Liability, Valuable Papers, Cyber Liability, and Technology Errors & Omissions insurance may be required based on the nature of work performed.
For projects exceeding $200,000, contractors receiving contract awards must submit Performance and Payment Bonds written for 100% of the contract award amount, with costs borne by the awarded proposer. A bid bond equal to 5% of the cost proposal must be submitted with the initial proposal response in the form of certified funds, cashier's check, irrevocable letter of credit, or cash bond. Collier County must be named as the Additional Insured on all Commercial General Liability certificates where required, with coverage being primary and non-contributory. All certificates of insurance must identify the Certificate Holder as "Collier County Board of County Commissioners" at 3295 Tamiami Trail East, Naples, Florida 34112, include a 30-day cancellation notice requirement, and state coverage applies "for any and all work performed on behalf of Collier County." Contractors are responsible for ensuring all subcontractors comply with identical insurance requirements and provide certificates of insurance to the County. Evidence of insurability may be required within five days of notification of recommended award. Collier County will procure and maintain Builders Risk Insurance on all construction projects deemed necessary, with premiums billed to the project rather than included in contractor proposals.
