About this file

This is an Immigration Certification form issued by the Collier County Board of County Commissioners Procurement Services Division for the Bayshore Gateway Triangle Community Redevelopment Agency (BGTCRA) Outparcel Development project in Naples, Florida. The form establishes mandatory vendor compliance requirements related to immigration and employment verification. All vendors submitting proposals or bids must be enrolled in the E-Verify program at the time of proposal submission, with acceptable evidence consisting of either a completed E-Verify Company Profile page or a fully executed E-Verify Memorandum of Understanding. Failure to provide this documentation will render the vendor's submission non-responsive and ineligible for consideration. The ITN seeks proposals for the disposition and redevelopment of Community Redevelopment Agency-owned real property comprising approximately 17.89 acres located on the east side of Bayshore Drive in Naples, Florida, with parcels identified by Folio Nos. 61840960006, 61840880102, and 53401680005.

Vendors must attest under penalties of perjury that they are fully compliant with all applicable immigration laws, including the 1986 Immigration Act and subsequent amendments, as well as Florida Statutes 448.095. The county explicitly reserves the right to refuse contracts to any vendor knowingly employing unauthorized alien workers, which would constitute a violation of 8 U.S.C. Section 1324a(e) Section 274A(e) of the Immigration and Nationality Act. Such violations provide grounds for unilateral contract termination by Collier County. Proposers must clearly identify their preferred method of conveyance—including fee simple purchase, ground lease, phased conveyance, or hybrid structure—along with the rationale for their approach and its alignment with the proposed development program. The project information is preliminary in nature, with more definitive details to be developed during the negotiation phase.
