About this opportunity
Beaufort County is issuing an Invitation for Bid (IFB #041426) for Bay Pines Drainage Improvements, a stormwater infrastructure repair and restoration project addressing chronic flooding issues in a residential area along Bay Pines Drive. The procurement encompasses 27 line items including mobilization, traffic control, removal and installation of undersized drainage pipes (ranging from 12-inch to 24-inch reinforced concrete pipe totaling 518 linear feet), inlets, catch basins, manholes, headwalls, erosion and sediment control measures, concrete and asphalt surface restoration, wooden fence repair and replacement, and native plant landscaping restoration with approximately 1,056 plants and seed units. The project objective is to upsize existing drainage infrastructure through dual alternatives: Alternative 2 for the cul-de-sac area involves upsizing a 12-inch pipe to 18-inch under the roadway transitioning to dual 18-inch pipes to the ditch, while Alternative 3 for the area near 19 Bay Pines Drive includes upsizing roadside pipes to 15-inch and dual 12-inch configurations with a main pipe increased to 24-inch diameter, which collectively will nearly eliminate road overtopping during 10-year storm events and minimize yard flooding. Proposals must be submitted electronically through the Procurement Portal no later than 3:00 p.m. EST on April 14, 2026, with a non-mandatory pre-bid conference scheduled for March 31, 2026 at 2:00 p.m. via Microsoft Teams. The contract duration is 365 calendar days following the Notice to Proceed, with work commencing within 10 days of that notice. Bidders must include a 5% bid bond, comply with workers' compensation and liability insurance requirements (including $1,000,000 commercial general liability, $500,000 automobile liability, and $2,000,000 umbrella liability), and furnish 100% performance and payment bonds upon award, with liquidated damages assessed at $1,000 per calendar day for delays.
The project is subject to Beaufort County's Small and Minority Business Participation Program requirements, obligating contractors to demonstrate good faith efforts to recruit and utilize certified small business enterprises (SBE) and minority business enterprises (MBE) unless performing 100% of work with their own forces; monthly compliance status reports documenting all S/MBE subcontracting activity must be submitted to the County by the fifth day of each month. The procurement is also subject to Title VI Civil Rights Act compliance requirements. No incumbent contractors or current vendors are identified in the solicitation materials. Progress payments will be made monthly at 90% of completed work with 10% retained until final completion, though the specific contract award value or budget range is not disclosed in the available documents. County permits are waived for the successful bidder; however, contractors remain fully responsible for obtaining all required state, federal, and local regulatory permits and approvals and for bearing associated fees. The County reserves the right to reject all proposals and waive minor informalities in the bidding process.
Opportunity text
Stormwater's on-call firm performed a flood assessment for the area and found that the two crossline pipes running under Bay Pines Drive conveying water from the roadside system to the main drainage canal are undersized. The recommended solution would be to implement Alternative 2 (from the attached report) for the cul-de-sac, upsizing the existing 12-inch pipe to an 18-inch pipe under the roadway and then to dual 18-inch pipes down to the ditch. For the area closer to 19 Bay Pines Dr, Alternative 3 should be implemented, upsizing the roadside pipes to 15 and dual 12-inch pipes and increasing Pipe 2 to a 24-inch pipe from the road to the ditch. This combination would provide the most benefit for this area, nearly eliminating road overtopping in storms up to the 10-year storm event and minimizing yard flooding. Stamped plans attached.
