About this opportunity
The University of Texas at Austin is issuing a Request for Proposal (RFP 721-26074) for comprehensive audio renovation services at Bass Concert Hall and supplemental equipment procurement for McCullough Theater. This competitive sealed procurement seeks qualified vendors to provide audio system replacement, acoustic improvements, and ongoing rental equipment and support services across four primary scopes: Bass Concert Hall audio system renovation (including main speakers, front-of-house console, stage monitors, wireless microphones, and in-ear monitors), McCullough Theater supplemental equipment procurement, Bass Concert Hall acoustic improvements, and three years of rental equipment and support services beginning July 1, 2026, through June 30, 2029, with University options to renew for two additional three-year terms. The project scope encompasses installation of audio equipment racks, microphone and speaker systems, control panels, wireless microphone antennas, touchscreen controls, fiber optic and copper cabling infrastructure spanning eight floors, speaker support structures, cable management systems, four CM Lodestar Classic Model L hoists (1-ton capacity each), and acoustical treatment materials including 2-inch and 4-inch sound-absorbing panels for nine designated treatment areas. The installation is expected to occur in phases over 24 months, with exact scheduling to be determined collaboratively based on venue availability and contractor capability. Mandatory requirements include submission of a completed VetHUB Subcontracting Plan, Execution of Offer with extensive certifications, responses to all Additional Submittals and General Questionnaire questions, and detailed line-item pricing for all equipment and services with proposed hourly rates or flat annual fees for warranty support beyond the manufacturer's one-year initial warranty period. A mandatory pre-proposal conference is scheduled for Wednesday, April 15, 2026, at 11:00 AM CST, and a mandatory site visit is offered for Monday, April 13, 2026 (10:00-11:30 AM), with an optional second site visit on Wednesday, April 29, 2026 (2:00-3:30 PM). Proposals must be submitted by Friday, May 15, 2026, at 2:30 PM CST through the University's Procurement Portal. Evaluation criteria include respondent qualifications and reputation (20%), quality of proposed goods and services (20%), ability to meet University needs (20%), price proposal and long-term cost (35%), and staffing resources and past business relationship strength (5%).
The University of Texas at Austin requires all respondents to submit a completed VetHUB Subcontracting Plan as a mandatory component of their proposal, with failure to include this plan resulting in rejection as non-responsive; the policy mandates good-faith efforts to utilize service-disabled veteran-owned businesses in accordance with Texas Government Code Title 10, Subtitle D, Chapter 2161, with prime contractors intending to subcontract work required to divide work into reasonable lots, notify a minimum of two VetHUB centers and three or more state-certified VetHUB vendors of subcontracting opportunities with at least seven working days' notice, and maintain written documentation of outreach efforts. Respondents must comply with extensive certification requirements including Texas Ethics Commission Form 1295 (Certificate of Interested Parties) filing, tax compliance, antitrust law compliance, child support compliance, Equal Employment Opportunity requirements, and debarment status verification, with the contract governed by Texas law and venue in Travis County. The University's standard payment terms are net 30 days under the Texas Prompt Payment Act, with the preferred payment method being the JP Morgan Chase Single Use Account Program. All pricing must be inclusive of delivery, labor, insurance, taxes, overhead, and profit, with the resulting contract contingent upon availability of appropriated funds; the University reserves the right to terminate the agreement at the end of any fiscal year if funding is unavailable, requiring only thirty days' written notice. The RFP permits the University to make multiple awards by component or award a single comprehensive contract, and respondents may submit proposals for individual components or the complete scope of work; the University also reserves the right to reject any or all proposals and acquire similar services from other sources during the contract term. No incumbent vendors or current contractors are identified in the documentation, and while specific budget ranges are not disclosed, the contract value is anticipated to exceed $100,000, triggering VetHUB Subcontracting Plan requirements.
