About this opportunity
The City of Orlando is soliciting proposals through a Request for Proposal (RFP) to provide officiating services for youth and adult basketball, football, and flag football games on a predetermined schedule. Proposers may submit responses for one or both service options: Option 1 (Basketball Officiating Services) or Option 2 (Football Officiating Services). The basketball officiating scope includes 30 youth games for ages 6 and under requiring one official per game, 300 youth basketball games requiring two officials per game, and 120 adult basketball games requiring two officials per game. The football officiating scope encompasses 160 youth football games with three officials per game, 80 adult flag football games with two officials per game, 30 youth flag football games for ages 6 and under with one official per game, 150 youth flag football games with two officials per game, 80 youth 7-on-7 flag football games with two officials per game, plus chain crews and clock operators for 160 games. Required qualifications include a minimum of two years of experience providing similar officiating services and FHSAA registration documentation for all officials, along with Florida Department of Law Enforcement (FDLE) Level 2 criminal background clearance obtained at the proposer's expense and completed within ten days prior to assignment. Officials must wear proper uniforms consisting of solid black pants or shorts with black and white striped shirts, and contractors must maintain a database of all officials with certification and background check information while complying with the City's Guidelines for Youth Basketball and Football. The evaluation criteria weight the Operating Plan at 53 percent, Experience of Proposer and Management Team at 30 percent, Price Proposal at 15 percent, and Veteran Business Enterprise participation at 2 percent. Key dates include a non-mandatory pre-proposal conference on April 24, 2026 at 9:30 a.m., a question submission deadline of May 4, 2026 at 5:00 p.m., and a proposal due date of May 14, 2026 at 2:00 p.m.; all proposals must be submitted electronically through the City's e-Procurement Portal.
The contract term is three years initially with options to extend for three additional twelve-month periods up to a cumulative total of 72 months, subject to mutual written agreement and City Council appropriation of funds. Liquidated damages are assessed at one game official fee for each official late to a booking and two game official fees for each official not in attendance per game, while contractors receive one game fee if officials appear but the game is cancelled due to weather. The City requires comprehensive insurance coverage including workers' compensation, comprehensive automobile liability, and commercial general liability with minimum limits of $1,000,000 combined single limit per occurrence, with the City named as an additional insured; certificates of insurance must be provided prior to commencing work. A Living Wage Policy applies if City expenditures exceed $100,000 annually, requiring a minimum of $15.00 per hour for straight-time compensation. Required submittals include certification forms, conflict of interest disclosures, references, human trafficking affidavits, proof of insurance, W-9 forms, and pricing schedules. While no incumbent vendor or set-aside designations are explicitly identified in the procurement documents, Veteran Business Enterprise participation is evaluated as a criterion and the RFP does not restrict responses to specific organization types. The specific award value or budget range is not disclosed in the available solicitation documents; compensation is determined through the contractor's proposal and subject to City Council budget appropriation.
