About this opportunity

The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) are seeking proposals for Basic Supervisory Training Services, specifically Crew Leader Training, through a Request for Proposal (RFP) released on September 27, 2022. The training program aims to provide comprehensive supervisory development for new and relatively new supervisors, covering five core areas: effective communication, interpersonal skills, self-management, leadership, and project management. The training will be delivered in three separate sessions, each accommodating up to 30 participants, totaling 90 participants, across locations in Jefferson City, Springfield, and St. Louis. The contract period runs from December 1, 2022, through November 30, 2023, with two potential one-year renewal options. Proposals were due by October 11, 2022, at 2:00 PM Central Time, with bids accepted electronically through MissouriBUYS or by mail. The evaluation criteria will be weighted as follows: 40 points for experience, expertise, and reliability; 45 points for proposed method of performance; and 15 points for proposed fee. Vendors are required to provide pricing for both in-person and virtual training delivery options.

The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. While no maximum award amount is specified, vendors must maintain specific insurance coverages, including general liability ($500,000 per person/$4,000,000 per occurrence), business automobile liability with similar limits, and workers' compensation coverage with $1,000,000 employer's liability insurance. The training materials must be developed in cooperation with MoDOT's liaison and designed for participants with an 8th-grade reading level and higher. The successful vendor will be responsible for delivering the training sessions, which will be structured over three consecutive days, with the flexibility of delivery method (in-person or virtual) to be determined based on current COVID-19 conditions. No incumbent vendors are mentioned in the RFP, and there are no specific restrictions on the types of organizations that can respond, though vendors must comply with state and federal laws, including registration with the Missouri Secretary of State and obtaining a Transient Employer Certificate.
