About this opportunity

Madison County Mass Transit District (MCT) is requesting bids for base facility pavement repairs—joint and crack sealing, pavement patching, and partial-depth patching—at its facility at 1 Transit Way, Pontoon Beach, Illinois, with bids due August 18, 2026 at 2:00 p.m. Central Time through the Bonfire portal. The DBE participation goal is 0%.

Bidders and all proposed subcontractors must be prequalified with the Illinois Department of Transportation (IDOT) in Work Category 06 (Cleaning and Sealing Cracks and Joints) and Work Category 17 (Concrete Construction) at the time of bid opening. The scope encompasses removal of existing pavement with neat saw cuts, placement of 8-inch Portland cement concrete repairs with epoxy-coated tie bars, joint sealing with hot-poured sealant, and pavement marking replacement across the fixed-route bus parking lot at Building #2. Work is phased to minimize disruption to bus operations, limited to 7:00 a.m. to 5:00 p.m. Monday through Friday, excluding holidays. The contractor must provide two weeks' advance notice prior to on-site work and employ an independent Illinois-licensed testing agency for concrete materials testing and inspection, with all costs borne by the contractor. Concrete mix designs require submission 30 days prior to placement and engineer approval. All materials must comply with IDOT standards. Partial-depth patches must achieve color and aggregate matching with existing pavement using trial batches verified by the engineer. Temporary facilities, including sanitary facilities, traffic control, flagger services, dust control, waste removal, and security barriers, are the contractor's responsibility.

This is a firm fixed unit price contract. Substantial completion must occur within 60 calendar days of Notice to Proceed. The contract is locally funded. Illinois Prevailing Wage Act requirements apply; contractors must pay prevailing rates to all laborers, workmen, and mechanics. A Project Labor Agreement with the Southwestern Illinois Building & Construction Trades Council must be executed before Notice to Proceed; the agreement mandates SIBTC recognition, recognizes signatory union affiliates as sole bargaining representatives, requires a mandatory pre-job conference, and establishes a three-step grievance and arbitration procedure. Performance and payment bonds equal to 100 percent of the contract sum and commercial general liability insurance of at least $1 million per occurrence and $2 million general aggregate are required. Liquidated damages are $1,050 per work day (Monday–Friday, excluding holidays) for failure to achieve substantial completion within the specified timeframe.

Bidders must provide a bid guarantee equal to five percent of total bid price, IDOT prequalification documentation, a detailed list of subcontractors, project references from the preceding five years (waived if the bidder has performed services for MCT within the last five years), and project manager qualifications and contact information. Questions and substitution requests are due August 10, 2026 at noon Central Time. Site tours are available upon request. MCT anticipates issuing a Notice of Intent to Award by August 28, 2026 and award by September 15, 2026. Award shall be made to the lowest responsive and responsible bidder based on total bid price. Bids remain firm for 90 calendar days from the final due date.
