Summary: MCT Base Facility Pavement Repair 2026 Specifications
This is a detailed specification document for an Invitation for Bid (IFB) issued by Madison County Transit (MCT) for pavement repair work at the MCT Base Facility located at 1 Transit Way, Pontoon Beach, Illinois. The project, MCT No. 27-1-26000, encompasses joint and crack sealing, full-depth concrete patching, and partial-depth patching throughout the fixed-route bus parking lot at Building #2. Work must be performed in phases to minimize disruption to ongoing bus operations, with construction limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays. The contractor must provide two weeks' advance notice prior to on-site work to allow MCT time to arrange temporary bus relocation and driver relief services, followed by two business days' notice for final coordination. Work includes removal of existing pavement with neat saw cuts, placement of 8-inch Portland cement concrete repairs, installation of epoxy-coated tie bars at specified intervals, joint sealing with hot-poured sealant, and replacement of pavement markings. The contractor must establish construction parking in a designated grass staging area north of the concrete bus parking area and coordinate all haul routes with MCT and local authorities.
The specifications require the contractor to employ an independent testing agency licensed in Illinois to perform concrete materials testing, sampling, and inspection throughout the project, with all costs borne by the contractor. Concrete mix designs must be submitted at least 30 days prior to placement and approved before any work begins; partial-depth patches must achieve color and aggregate matching with the existing pavement using trial batches verified by the engineer. All materials must comply with Illinois Department of Transportation (IDOT) standards and specifications. The contractor is responsible for providing temporary facilities including sanitary facilities, traffic control signage and barricades, flagger services, dust control, waste removal, and security barriers. Contractor personnel must wear identification tags at all times, and tobacco and controlled substance use is prohibited on the project site. The project manual establishes procedures for contract modifications, requests for information (RFIs), preconstruction and progress meetings, and quality requirements, with the engineer serving as the contract administrator with authority over project decisions and change orders.
