About this opportunity

Anchor Bay School District is requesting proposals for Building Automation System (BAS) and Direct Digital Control (DDC) temperature controls upgrades across five school facilities as part of an Energy Savings Performance Contract, with bids due July 31, 2026 at 1:00 p.m. The mandatory pre-bid walkthrough occurred on July 22, 2026, and the work must commence by August 31, 2026 with substantial completion by December 1, 2026. The contractor must comply with Michigan Prevailing Wage rates.

The scope covers DDC controller and component installation, wiring, programming, functional testing, and troubleshooting at Lighthouse Elementary (51880 Washington St., New Baltimore, MI 48047), Naldrett Elementary (47800 Sugarbush Rd., New Baltimore, MI 48047), Lottie Schmidt Elementary (33700 Hooker Rd., New Baltimore, MI 48047), Maconce Elementary (6300 Church Rd., Ira Township, MI 48023), and the Transportation Building (51880 Washington St., New Baltimore, MI 48047). All systems must interface with existing HVAC equipment using BACnet MS/TP communication protocol. The sequence of operations specifies heating setpoints of 68–70°F during occupied school hours and 60–62°F during unoccupied periods, cooling setpoints of 74–76°F occupied and 80–85°F unoccupied, with specialized comfort standards for gymnasiums, kitchens, and IT rooms. Base bid includes CO2 sensors, outdoor airflow measurements, room temperature sensors, fan speed modulation, condensate overflow switches, freeze protection sensors, and warmer/cooler adjustments. Add-alternate pricing is required for return air humidity sensors, filter pressure drop sensors, and discharge air temperature sensors.

Bidders must submit proposals in duplicate on the provided Bid Proposal Form with individual pricing for each building, accompanied by a 2.5 percent bid bond, five-year project reference list, subcontractor list, familial disclosure form, Iran Economic Sanctions Act certification, and narrative of inclusions/exclusions. The successful contractor must provide Payment and Performance Bonds, Liability and Worker's Compensation Insurance certificates, include a $30,000 contingency allowance for valve and sensor failures, perform pre-installation site investigation, obtain permits, manage equipment disposal, undergo submittal approval before material ordering, employ personnel with minimum five years documented HVAC control systems experience, conduct point-to-point commissioning, deliver two seasonal staff training sessions, and provide one year of service and maintenance with two complete seasonal inspections post-completion. Notice to proceed is expected August 13, 2026 following the school board meeting. Addendum 1, issued July 28, 2026, modified equipment specifications and established the add-alternate pricing structure; all bidders must acknowledge receipt on bid forms or face potential rejection. Bidding documents are available electronically at no charge via BidNet and Michigan SIGMA.
