About this opportunity

The City of Long Beach Department of Financial Management issued RFP AP-22-122 for baggage handling system maintenance and support services at Long Beach Airport on March 29, 2023, with proposals due May 18, 2023. The mandatory pre-proposal meeting and site walk are scheduled for April 20, 2023, at 10:00 AM at the Long Beach Airport Information Center; questions are due April 26, 2023, at 11:00 AM.

The scope covers regularly scheduled preventative maintenance (daily, weekly, monthly, quarterly, and annually), software update coordination with Intellimodus, Inc., 24/7/365 on-call emergency response with a one-hour response time during normal operating hours (4:00 AM to 11:00 PM), and spare-parts inventory management. The contractor must provide detailed parts cost management, track usage, conduct monthly inventory cycles, and submit monthly status reports. Two on-site staff per shift are highly preferred seven days per week, including holidays, with stand-by backup available for jobs requiring three or more personnel. The system handles approximately 300 tubs available for airline use. The contractor must provide their own Computerized Maintenance Management System with three access seats required.

Minimum qualifications include ten years of continuous baggage handling system maintenance experience at comparable-sized airports and five years of experience for all supervisors and technicians. All on-site staff require TSA background checks and SIDA security badges. The contractor must maintain comprehensive insurance: general liability ($1 million per occurrence / $2 million aggregate), workers' compensation, commercial auto liability ($1 million CSL), professional liability ($1 million per claim), and umbrella liability ($4 million per claim).

The contract term is two years with options to renew for three additional one-year periods, not to exceed five years total. The contractor must propose annual base-service costs and hourly rates for on-call services; parts markups may not exceed 10%. All repair parts must be new from original equipment manufacturers unless pre-approved otherwise. The current incumbent, ELS, has held the contract for approximately four years. The City applies its Equal Benefits Ordinance to contracts of $100,000 or more. No performance or payment bonds are required. Contract execution is estimated for August 2023, contingent upon City Council approval anticipated in the third quarter of 2023.
