About this file
This document is an Addendum No. 1 to RFP No. AP-22-122 issued by the City of Long Beach Department of Financial Management for baggage handling system maintenance and support services at Long Beach Airport. The addendum includes a question-and-answer section clarifying requirements from the original RFP and provides a pre-proposal meeting attendance sheet. The contract term consists of a two-year base period with three optional one-year renewal periods, subject to negotiation. The contractor must respond to emergencies within one hour during normal operating hours (4:00 AM to 11:00 PM), with a designated lead or alternate lead required to maintain 24/7 availability. The current incumbent service provider, ELS, has been in place for approximately four years. Approximately 300 tubs are available for airline use, and the contractor will be responsible for tub maintenance. The provided office space is approximately 10 feet by 10 feet and includes system controls.
Pricing is structured on a Net 30-day payment term basis. The contractor must provide their own Computerized Maintenance Management System (CMMS) with three access seats required. No performance or payment bonds are required for this contract. The City is not tax-exempt, and this is not a federally-assisted contract; therefore, Davis-Bacon Act wage determinations do not apply. Contractors must determine applicable prevailing wage classifications by reviewing scopes of work published by the California Department of Industrial Relations. Current manpower consists of two on-site personnel, which is generally sufficient, though access to three personnel may be necessary depending on proposals and situations. The contractor is responsible for costs associated with obtaining initial airport badging, while the airport provides parking and radios for operational communications at no additional cost. Consumables for the baggage handling system are pass-through costs. A spare parts inventory list has been provided, and the contractor must arrange for one-time specialty equipment rentals with airport approval.

A: Approximately four years.
8. Q: What is the parts storage situation?

A: Refer to Answer to Question 2 above.
10. Q: Is the current manpower on site similar to what you are expecting for the
RFP?
A: Yes, the current manpower (two people) is generally sufficient, but having access/support from three people may be necessary/required depending on the situation / proposals.

12. Q: Is parking a reimbursable cost and how much is it per employee?
A: Airport will provide parking for employees.
13. Q: Is badging a reimbursable cost and how much is the current badging cost? (The most current online info shows that there is no cost for a new badge, only for replacement badges. Does this hold true?)
A: Please refer to Section 2.2.2.2.4. Contractor is responsible for the cost associated with the process in obtaining initial badge.
14. Q: Please verify that there is no performance or payment bond required for this contract.

A: The wage rate assigned at the time of bid is valid for the duration of the published contract term and any annotated renewals. If there is an expiration date on a craft, that usually means there is a predetermined increase. Though the rate remains the same (i.e. 2023-1 or whichever is assigned) some crafts do have predetermined increases within that rate that contractors must abide by.
18. Q: Please confirm the contract term is a two (2) year base period with three (3) one-year options – as the pricing table only indicates three years. How will the additional years be represented on the pricing sheet?
A: Please refer to Section 1.4. The contract will be for a period of two years with the option to renew for three additional one-year periods. Renewals will be subject to negotiation. The third year on the pricing sheet represent renewal options for negotiation.
