About this opportunity

The City of Tucson is seeking a contractor to administer a comprehensive Back-Up Care Services and Discount Program for approximately 4,200 benefit-eligible employees. The five-year contract, beginning July 1, 2025, requires a nationwide provider of in-home and out-of-home care services for children, adults, seniors, and pets during employees' work hours or work-related travel. Each employee will receive up to three days (10 hours per day) of employer-subsidized back-up care annually, with unused days rolling over. The contractor must establish a robust network of care providers, manage service registrations and orders, provide an online portal for access, and implement a members-only discount program covering various services including childcare, tutoring, wellness, travel, and home services. The Request for Proposal (RFP) No. 250012 requires the contractor to ensure HIPAA compliance, secure data transmission, and meet technological accessibility standards. Proposals are due on Wednesday, March 12, 2025, at 2:00 P.M. local Arizona time, with questions to be submitted through the solicitation's Question and Answer section preferably within 5 days prior to the submittal deadline.

While specific set-aside designations are not explicitly outlined in the documentation, the City will likely require standard compliance with federal and local procurement regulations, potentially including Disadvantaged Business Enterprise (DBE) considerations. The City intends to purchase a minimum of 100 back-up care days in the first year, with additional days to be purchased at its discretion. The program mandates a zero-dollar copay for employees and requires the contractor to provide comprehensive reporting, account management, and implementation support. The pricing structure will be based on an annual membership fee for 4,200-4,500 eligible employees, with pricing for up to 400 back-up care days and options for additional days. The contract includes provisions for annual benchmarking, performance reporting, and participation in city meetings and vendor management reviews. While no incumbent vendor is specifically mentioned, the City has been providing similar back-up care services since July 1, 2019, indicating an established program structure that a new contractor would need to seamlessly integrate and potentially enhance.
