About this opportunity
The City of Meriden is requesting bids for decommissioning, removing, and replacing the boiler system at the Augusta Curtis Cultural Center under Solicitation B027-27, with bids due October 14, 2026 at 11:00 a.m. via the City eProcurement Portal. This is a prevailing-wage public works project subject to Connecticut General Statutes Section 31-53 and state and federal prevailing wage rates—whichever is higher applies. A mandatory site visit prior to bid submission is required to verify existing conditions.
The scope encompasses complete mechanical demolition of two existing Lochinvar FTXL400 boilers, associated piping, valves, accessories, and controls; installation of new gas-fired hot water boilers; all new piping systems, insulation with color-coded PVC jackets, and controls; electrical work including disconnection and reconnection of branch circuits with carbon monoxide detection interlocked to the fire alarm system and new 30-amp circuit breaker connections; field verification of all existing utilities and equipment; and temporary work to maintain building occupancy. The contractor must restore existing hot water flows to match pre-demolition values. All work must comply with the 2022 Connecticut State Building Code, 2021 International Building Code, National Electrical Code, and NFPA standards, with seismic restraint design and installation required per 2021 IBC Chapter 16. An 18-month warranty covers defective materials and workmanship from acceptance.
Bids must be lump-sum and submitted electronically. A bid bond of 10% of the bid amount and 100% Labor and Material Payment Bonds and Performance Bonds with an approved corporate surety are required. All employees must complete a mandatory 10-hour OSHA Construction Safety and Health course; certified weekly payrolls must be submitted monthly to the City with OSHA cards attached to the first payroll for each employee.
Required insurance includes General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Auto Liability ($1,000,000), Workers' Compensation with Employers' Liability ($500,000 per accident), and Professional Liability ($2,000,000). The City of Meriden must be named as Additional Insured on a primary, non-contributory basis except for Workers' Compensation. All carriers require AM Best rating of A- or better.
A non-mandatory pre-bid meeting is scheduled for September 23, 2026 at 10:00 a.m. at the Cultural Center. Questions are due October 7, 2026 at 4:00 p.m. Bids remain open 90 days following opening. The City offers local preference to City-based businesses: a local bidder within 10% of the low bid may accept the award at the low bid price if agreed within one business day of opening. Liquidated damages are $500 per day for delays in substantial completion and an additional $500 per day if remaining work is not completed after substantial completion. The City is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in the bid price. Payment is made no less than 30 days after service completion.
