About this opportunity

The City of Meriden is soliciting bids for rehabilitation of the Merimere Water Storage Tank under ITB B027-10, with bids due October 14, 2026 at 11:00 a.m. and a non-mandatory pre-bid meeting scheduled for September 16, 2026 at 10:00 a.m. at the project site. Federal Labor Standards Provisions, including Davis-Bacon prevailing wage requirements, apply because the project is funded by the Environmental Protection Agency. This is the overriding compliance filter for all bidders.

The scope encompasses removing existing coating systems, performing weld seal repairs, completing surface preparation, applying new NSF-certified coating products, repairing the concrete foundation (chime), installing a new roof vent with an AWWA vacuum/pressure relief assembly, modifying the exterior shell-to-roof ladder, and installing a new hatch assembly with safety climb system. The Merimere Water Storage Tank, built in 1964, measures 32 feet to overflow, 55 feet in diameter, with a nominal capacity of 560,000 gallons, and is located at 568 Reservoir Avenue, Meriden, Connecticut 06451. All work must comply with American Iron and Steel (AIS) provisions and Build America, Buy America (BABA) requirements.

Prevailing wage rates were established effective August 27, 2026, with wage schedules for Building Construction and Heavy/Highway Construction ranging from $22.20 to $69.55 per hour depending on worker classification, plus fringe benefits ranging from $7.34 to $46.62 per hour. Connecticut General Statutes Section 31-53 prevailing wage requirements also apply. All workers must provide proof of completion of a ten-hour OSHA construction safety and health course. The City is exempt from federal excise taxes and Connecticut sales and use taxes; bidders should obtain a Contractor's Exempt Purchase Certificate (CERT-141) and not include taxes in bid pricing.

Bidders must submit a bid bond equal to ten percent of the bid amount. The successful bidder must furnish 100 percent Performance Bond and Labor and Material Payment Bond with a corporate surety approved by the City. Questions were due September 30, 2026 at 4:00 p.m. Bids will remain open for sixty days following opening. The contract is structured as a Purchase Order and Standard Construction Agreement incorporating EJCDC terms. The City prefers work to begin and conclude in conjunction with the Lagoon Rebuild Project to minimize water treatment plant downtime. Liquidated damages apply if the successful bidder fails to execute the contract and required bonds within ten working days of bid acceptance.
