About this opportunity

The City of Meriden, Connecticut has issued a state and local contract opportunity (B026-28) for Facilities Parking Lot Rehabilitation, focusing on comprehensive pavement repair and restoration at five municipal fire station locations throughout the city. The project involves extensive parking lot rehabilitation, including milling or removing existing pavement, replacing base bituminous pavement layers, overlaying Class 2 bituminous pavement surface course, installing concrete pavement, removing and replacing bituminous curbing, and repainting pavement markings. Specific fire station locations include sites at 168 Chamberlain Highway, 61 Pratt Street, 561 Broad Street, 160 Sherman Avenue, and 31 Camp Street. The bid was released on September 10, 2025, with a response deadline of October 2, 2025, at 11:00 am, and a non-mandatory pre-bid meeting scheduled for September 18, 2025, at 9:00 am. Contractors must provide comprehensive documentation, including a 10% bid bond, certified payroll, and compliance with prevailing wage requirements, and demonstrate capability to minimize disruption to critical municipal facilities.

The contract does not explicitly identify specific set-aside designations for disadvantaged enterprises, though the City of Meriden does have a local preference policy for city-based businesses. Contractors must meet stringent insurance requirements, including General Liability ($1,000,000/$2,000,000), Auto Liability ($1,000,000), Umbrella Liability ($1,000,000), and Workers' Compensation with statutory limits. While a specific total contract value is not disclosed, the project involves 19 line items with various quantities and units of measure, suggesting a substantial municipal infrastructure investment. Successful bidders must provide performance and payment bonds, demonstrate compliance with OSHA safety training requirements, and be prepared to complete the project by the end of 2025. Insurance carriers must be approved in Connecticut with a minimum AM Best's rating of "A-"VIII, and all policies must name the City of Meriden as an Additional Insured on a primary and non-contributory basis.
