About this opportunity

The Shenandoah Valley Regional Airport Commission is requesting bids for general construction work on Aviation Tech Park Phase II, Bid Package 1 (a rebid), with sealed bids due June 29, 2026 at noon local time. This is a federally funded project subject to Build America, Buy America Act (BABA) requirements — all construction materials must be manufactured in the United States, a mandatory certification for all bidders.

The scope includes a 100-foot expansion of the commercial apron, construction of a service road, installation of new airfield security fencing, and stormwater basin modifications. The bid schedule contains 79 line items across two alternates, with quantities ranging from single items to 26,150 square yards of asphalt surface course work (Alternate One) or 12,070 square yards (Alternate Two), plus electrical, drainage, erosion control, and site restoration work. The project is located in Weyers Cave, Virginia (Augusta County), at 77 Aviation Circle.

The project is anticipated to be funded in part by the Federal Aviation Administration (FAA) and is subject to Buy American Preference, Davis-Bacon prevailing wage requirements, Disadvantaged Business Enterprise (DBE) participation provisions, Civil Rights Title VI Assurances, and foreign trade restrictions. Bidders must submit evidence of competency and financial responsibility, including statements of past experience on similar work, equipment and key personnel lists, and certified financial statements or Virginia State Highway Division prequalification.

Bid submission accepts sealed bids by mail to the General Aviation Terminal Building or electronically via email (Bids@flyshd.com) or Virginia's eVA procurement system. Bids must be accompanied by a bid guarantee of not less than five percent of the bid amount as a bid bond or certified check. The successful bidder must furnish a Contract Performance Bond and Contract Payment Bond each equal to 100 percent of the contract price. Bids may not be withdrawn prior to October 15, 2026. No pre-bid conference will be held, and no additional bidder questions will be answered due to the short bid period and funding deadlines. Addendum One and Addendum Two (both issued June 24, 2026) modified bid documents, plan sheets, and proposal requirements.
